II. Fourth, during the prevention and control of sudden outbreaks of infectious disease epidemics and other disasters, under the guise of developing, producing or selling supplies for the prevention and control of sudden outbreaks of infectious disease epidemics and other disasters, defrauding public or private property in a larger amount, shall be convicted of the crime of fraud in accordance with the provisions of the Criminal Law, and subject to heavier penalties in accordance with the law.
