The term "critically ill patients" as mentioned in these Regulations refers to patients whose symptoms, signs, and diseases meet the national standards for acute and severe injuries and illnesses, and whose condition may worsen or even be life-threatening if not treated in time. Article 4 Pre-hospital medical emergency treatment shall follow the principles of unified acceptance, unified command and dispatch, and rapid treatment. Article 5 Pre-hospital medical emergency is a public welfare undertaking organized by the government and an important part of the public health service system.
The municipal, district and county people's governments should incorporate pre-hospital medical emergency into the medical and health development plan at the same level, improve the layout of "120" emergency hospitals, improve the pre-hospital medical emergency service system, and meet the needs of pre-hospital medical emergency. actual needs to ensure its synchronized and coordinated development with the economy and society. Article 6: Municipal, district and county health authorities are responsible for supervising and managing pre-hospital medical emergency work within their respective jurisdictions. Resident committees, village committees and property service providers should assist in organizing publicity and education on first aid knowledge to improve residents’ first aid awareness. Article 8 The municipal, district and county people's governments shall formulate preferential policies in terms of training, hiring, and remuneration of pre-hospital medical emergency personnel, encourage medical personnel to engage in pre-hospital medical emergency work, and stabilize the pre-hospital medical emergency team. Chapter 2 First Aid Network Construction Article 9 This city’s pre-hospital medical first aid network consists of the municipal medical first aid command agency and “120” emergency hospitals. Article 10 The Municipal People's Government shall build the municipal medical emergency command organization in accordance with relevant national standards and manage it in accordance with relevant regulations on medical institutions.
Article 11 The municipal medical emergency command agency shall perform the following responsibilities:
(1) Responsible for the organization, command, dispatch and management of the emergency network;

(3) Formulate pre-hospital medical rescue plans and organize regular emergency drills;
(4) Implement 24-hour duty system to accept calls for help at any time;
(5) Ensure the normal operation of the pre-hospital medical emergency command and dispatch communication system and its equipment;
(6) Responsible for the registration of pre-hospital medical emergency information , summary, statistics, storage and reporting, and accept inquiry applications;
(7) Organize and carry out professional training and social training on medical first aid, popularization of medical first aid knowledge, and research and promotion of new emergency medicine technologies;
(8) Responsible for supervising and deploying the city’s “120” emergency vehicles;
(9) Participating in emergency medical rescue in emergencies and organizing major festivals, celebrations, large-scale meetings, and mass gatherings Medical emergency protection for sexual activities;
(10) Other duties that should be performed in accordance with the law. Article 12 Medical institutions that meet the following conditions can be included in the pre-hospital medical emergency network:
(1) Have an emergency department and be equipped with licensed physicians with professional knowledge and skills in medical emergency in accordance with standards , practicing nurse;
(2) Have a prescribed number of emergency vehicles, and the equipment and emergency medicines and equipment in the vehicles must meet relevant configuration standards;

The municipal health department shall organize expert reviews based on the conditions stipulated in the preceding paragraph, determine the "120" emergency hospitals, and announce them to the public.
