In the middle of the 22nd century, the Earth has not become a better place through civilization and technological advances, but has instead become a hopeless wasteland of ruins, poisoned by all kinds of greed. A handful of extremely wealthy people abandoned their homelands and built paradise-like lands on space stations floating above the Earth, continuing to live a happy life of enjoyment and extravagance. The vast majority of the poor had to stay on the devastated Earth, living in desperate chaos, while being forced to endure all kinds of harsh and ridiculous federal laws and regulations. They struggled to earn a meager living under the industrial system set up by the rich, sometimes looking up to the heavens and fantasizing about migrating to the space station soon to start a new life.
