Since the peaceful liberation of Tibet, the state has been implementing a free medical care system for Tibetan farmers and herdsmen, and implementing nationwide counterpart support for medical talents, and only Tibet enjoys these two special preferential policies in the country. in July 2003, the Tibet Autonomous Region comprehensively implemented a medical care system for farmers and herdsmen based on free medical care according to the decision of the central government, which has led to a tremendous improvement in the medical conditions of the vast number of farmers and herdsmen in Tibet. improvement.
Wang Jianpeng, director of the Primary Health and Maternal and Child Health Division of the Department of Health of the Tibet Autonomous Region, said, ? According to this approach to increase the investment in free medical care in Tibetan farming and herding areas, in particular, the central government has increased the investment in medical expenses in Tibetan farming and herding areas several times, and continuously improved the level of medical protection for farmers and herdsmen, and in 2007, the total amount of annual per capita financing for Tibetan farmers and herdsmen reached 110 yuan, of which the central government's investment amounted to 85 yuan per capita, which accounted for 77 percent of the investment in the total fund of medical care for farmers and herdsmen of our entire Tibet. This level is significantly higher than the national average. As of today, our system fully covers all farmers and herdsmen in the Tibet Autonomous Region.
As of last year, 74 counties and 692 townships in the Tibet Autonomous Region have implemented the medical system for farmers and herdsmen, and the total number of farmers and herdsmen participating in the financing of the whole region is 424,260, and the rate of financing for the household as a unit has reached 97.12%.
In order to completely solve the problem of Tibetan farmers and herdsmen not being able to afford to see a doctor, it is difficult to see a doctor. The State has raised the free medical funding for farmers and herdsmen year by year, and has strengthened the construction and investment of county and township health organizations. Since 2003 alone, the central Government has invested and the autonomous regions have raised 400 million yuan of their own funds in the reconstruction and expansion of grass-roots health-care facilities and in the provision of medicines and medical equipment. This has basically met the needs for diagnosis and treatment of common and frequent diseases in the rural and pastoral areas, so that the people can basically solve minor diseases without going to the townships, general diseases without going to the counties, and difficult diseases by going to the districts.

The establishment of the medical system in the rural and pastoral areas has enabled farmers and herdsmen to enjoy the convenience while the implementation of medical reimbursement has brought them more favorable treatment. According to the statistics of the Department of Health of the Tibet Autonomous Region, in 2007, there were more than 4,880,000 times of reimbursement and compensation for farmers and herdsmen in Tibet***, and the total amount of annual financing amounted to more than 260,000,000 yuan. Among them, the people's reimbursement compensation reached more than 230 million yuan, the utilization rate of the fund reached more than 86%, the people in Tibet at all levels of medical institutions, the highest reimbursement compensation for medical expenses can reach 85%.
At the same time, in October last year, Tibet has introduced a basic medical insurance system for urban residents. The autonomous region's financial investment of 30 million yuan per year, nearly 200,000 urban residents will be included in the basic medical insurance coverage. With this insurance system as a symbol, the Tibet Autonomous Region medical insurance coverage rate reached 100%, taking the lead in the country to realize the universal coverage of medical insurance.
According to Cai Yitian, deputy director of the Department of Labor and Social Security of the Tibet Autonomous Region, ? In the case of Tibet's financial resources are not very generous, the regional party committee and government decided to establish a basic medical insurance system for urban residents throughout the region, and residents who meet the conditions for enrollment in the insurance system will enjoy basic medical insurance for urban residents according to the regulations from January 1, 2008 onward.
