Policy on homes for the elderly
Homes for the elderly are social welfare institutions that concentrate on providing for the five guaranteed objects.
Declaration procedure: 1, the villagers themselves apply; 2, the village committee review; 3, the township people's government approval; 4, the two sides of the person and the home signed an agreement to enter the hospital. (Patients with mental illness and infectious diseases are not allowed to be admitted to the home.)
Property disposal: 1. The land, houses, equipments and other properties of the home for the aged are state-owned and collective properties, which are managed by the people's government of the township and allocated for the use of the home for the aged, and shall not be encroached upon by any unit or individual. Township people's governments and homes for the aged may not mortgage the homes' houses, land, equipment, etc. for other purposes, or change the use of their main sites and facilities.2. A sound financial management system is established. Funds, materials, meals, and production and operation accounts must be published regularly, and be subject to the supervision of the support staff and the relevant parties in society. When the financial personnel leave, they must check the accounts and go through the handover procedures according to the regulations.3. When the five guaranteed objects are admitted to the home, their properties are handed over to the collective for escrow, and their living utensils can be brought into the home for use. Clothes, bedding and other living utensils issued by the collective for the five guaranteed objects can only be used by the five guaranteed objects themselves and cannot be disposed of by themselves. After the death of the five guaranteed objects, their inheritance according to the admission agreement. 4, minor five guaranteed objects, their personal property shall not be appropriated or sold; their age 16 years old to stop the five guaranteed support, their personal original property, such as other people's escrow, should be returned to me in a timely manner.
Application for social welfare service organizations: 60 beds or more by the Municipal Civil Affairs Bureau for approval, 60 beds or less by the county (city) District Civil Affairs Bureau for approval, reported to the Municipal Civil Affairs Bureau for the record.
