Article 2 These Provisions shall apply to the maintenance and operation management of super-large bridges, important bridges or special structures, extra-long tunnels and long tunnels on expressways and ordinary national highways. The catalogue of long bridges and tunnels shall be determined by the provincial transportation authorities according to the actual management and updated in time. Other roads, bridges and tunnels can be used for reference. The term "long bridge tunnel management unit" as mentioned in these Provisions refers to the unit responsible for the maintenance and operation management of long bridge tunnels. Third long bridge tunnel maintenance management and safe operation should adhere to the principle of "prevention first, scientific maintenance, safe operation, unimpeded". Article 4 Local transportation authorities at all levels and long bridge tunnel management units shall guarantee the funds for monitoring, testing, maintenance, emergency and safe operation of long bridge tunnels. Fifth long bridge tunnel management unit is responsible for the maintenance management and safe operation of long bridge tunnel facilities. The long bridge and tunnel management unit shall strictly implement the main responsibility, establish and improve the work responsibility system, and do a good job in maintenance, management and operation in accordance with relevant laws and regulations, management systems and technical standards, norms and procedures to ensure the good technical condition and safe operation of the long bridge and tunnel. Sixth transportation departments at all levels and long bridge tunnel management units should actively publicize the relevant provisions of the safe operation of bridges and tunnels, safety knowledge and emergency rescue knowledge, and improve the safety awareness of bridge tunnel users. Seventh provincial transportation departments shall establish the management information system of bridges and tunnels in their respective jurisdictions, and actively use information technology to strengthen the maintenance management and safe operation of bridges and tunnels. Article 8 The relevant units and individuals shall consciously maintain the operation order of the long bridge and tunnel, and shall not occupy the construction control area of the long bridge and tunnel, or engage in activities that endanger the safety of the bridge and tunnel facilities such as mining, sand mining, quarrying, earth borrowing and blasting within the scope prescribed by laws and regulations. Vehicles passing through the Changqiao Tunnel shall strictly abide by traffic laws and regulations, and shall not run in violation of traffic signs, markings and signal lights. They are not allowed to park on long bridges and tunnels except in an emergency. Chapter II Maintenance Management Article 9 Before a long bridge tunnel is opened for operation, it shall meet the following conditions in addition to the relevant standards and norms. (1) clarified the supervision department and management unit of Changqiao Tunnel. (2) The management unit has defined the safety operation management personnel, equipped full-time bridge and tunnel (including electromechanical) maintenance engineers, and formulated emergency plans and related safety management systems. Tenth long bridge tunnel management unit shall, in accordance with the requirements of technical standards, norms and procedures, strengthen the maintenance of long bridge tunnel and its ancillary facilities. Where a highway bridge crosses a waterway, the relevant responsible unit or department shall, in accordance with the provisions of relevant laws and regulations, strengthen the maintenance of facilities such as navigation AIDS, collision avoidance and water safety monitoring in the bridge area. Eleventh long bridge tunnel management units should gradually improve the ability of mechanized maintenance and rapid maintenance, encourage the use of fast, convenient and durable technology, and actively implement preventive maintenance. Article 12 The operation and management unit of the long bridge and tunnel shall strengthen inspections and inspections, promptly report the abnormal situations, major problems or hidden dangers found to the local transportation authorities and relevant departments with direct management responsibilities, and deal with them in accordance with relevant regulations. Encourage the use of advanced scientific and technological means to inspect and detect long bridges and long tunnels. Thirteenth inspection is the daily inspection of the bridge and tunnel components and ancillary facilities within the visual range of the long bridge and tunnel. The inspection shall be carried out by professional technicians with experience in bridge and tunnel maintenance, generally not less than 1 time/day, and the inspection log shall be filled in. When the long bridge tunnel encounters natural disasters such as earthquakes and geological disasters, and the long bridge encounters extreme weather such as rainstorm and typhoon, the frequency of inspections should be increased. For long bridges with special lighting requirements (lighting, aviation channel indicator lights, etc. ), night inspections should be carried out properly. Fourteenth long bridge tunnel inspection is divided into regular inspection, regular inspection and special inspection. In addition to meeting the requirements of relevant maintenance technical specifications and procedures, the inspection frequency of corresponding inspections can be increased in combination with the characteristics of Changqiao Tunnel. Fifteenth regular inspection refers to the inspection of the early defects, obvious diseases and other abnormal conditions of the structure and facilities of the long bridge tunnel. If serious defects or obvious abnormalities are found in important parts during regular inspection, regular inspection shall be arranged immediately and necessary measures shall be taken as appropriate. Targeted inspections should be carried out before the flood season, and the frequency of regular inspections should be increased during the flood season. Sixteenth regular inspection is a comprehensive inspection of the long bridge tunnel and its ancillary facilities to determine the technical status of the long bridge tunnel. If it is difficult to determine the cause and degree of defects by routine inspection, special inspection shall be arranged immediately. Regular testing can be entrusted to professional testing institutions. Seventeenth special inspection is to find out the disease causes, damage degree, structural safety performance and durability of the main components of the long bridge tunnel, including special inspection and emergency inspection. Special inspection refers to on-site testing, checking calculation and analysis according to regular inspection and the results of regular inspection, and it is necessary to further find out the cause of damage and the degree of defects. Emergency examination is a detailed examination and appraisal after catastrophic injury. Special inspection shall be entrusted to a professional inspection institution. Eighteenth after the completion of the test, the management unit of the long bridge tunnel shall analyze and confirm the test results, organize experts to review when necessary, and update the data of the maintenance management information system in time. Nineteenth according to the test results, there are diseases and safety hazards in the long bridge and tunnel, and the management unit of the long bridge and tunnel shall entrust a professional institution to put forward a maintenance and reinforcement scheme or maintenance countermeasures, and organize the implementation according to the prescribed procedures after passing the relevant examination. Twentieth in addition to emergency repair operations, maintenance operations should be avoided in major holidays or rush hours. For maintenance operations that need to close traffic or occupy traffic lanes for a long time, traffic organization plans should be prepared in advance, information should be released to the society, and public security traffic control, road administration and other units should be coordinated to do a good job in traffic organization to reduce the impact on vehicle traffic. Twenty-first units and personnel engaged in the inspection and maintenance of long bridges and tunnels shall strictly abide by the "Regulations on Safe Operation of Highway Maintenance" and other provisions to ensure the safety of maintenance personnel and vehicles. Twenty-second long bridge tunnel management units should scientifically allocate professional and technical personnel for bridge tunnel maintenance, build a talent training mechanism, and establish a stable and professional team of maintenance engineers. The management unit of long bridge and tunnel shall organize professional technicians for bridge and tunnel maintenance to participate in professional training at least once a year. Twenty-third long bridge tunnel management unit shall, according to the characteristics and technical requirements of the technical manual of long bridge tunnel maintenance, establish a maintenance management information system, and comprehensively and timely record the inspection and maintenance management of long bridge tunnel and other related information. Article 24 The management unit of the long bridge and tunnel shall establish the technical archives of the long bridge and tunnel according to "one bridge and one file" and "one tunnel and one file", including the basic information of the long bridge and tunnel, maintenance inspection records, technical conditions, maintenance and reinforcement, and other materials required by the filing system, so that the contents are complete, timely updated and convenient to use. Twenty-fifth long bridge and tunnel management units should gradually establish a long bridge and tunnel structure monitoring system, set up a special person or entrust a professional organization to monitor the bridge and tunnel structure status and response under various external loads, and timely grasp the operation of the long bridge and tunnel structure. Twenty-sixth long bridge tunnel management unit shall, according to the structural monitoring, regularly compare and analyze the monitoring results and inspection results, put forward monitoring and evaluation reports, and constantly improve the evaluation system. Twenty-seventh provincial transportation departments shall establish a monitoring system for the technical conditions of key bridges and tunnels, and regularly analyze the maintenance management and safe operation of long bridges and tunnels in combination with the monitoring results. The Ministry of Transport selects some key bridges and tunnels for testing in combination with the annual monitoring of the technical status of the national highway network. Chapter III Management of Safe Operation Article 28 Local transportation authorities at all levels and highway management agencies shall conduct road inspections according to law, investigate and deal with all kinds of acts of encroachment and damage to long bridges and tunnels and their ancillary facilities, and coordinate relevant departments to do a good job in the safety protection of long bridges and tunnels. If there are potential safety hazards found in road inspections, it is necessary to promptly notify the management unit of Changdaqiao Tunnel. The management unit of the long bridge and tunnel shall promptly stop the activities that endanger the safety of the long bridge and tunnel, and inform the relevant departments to deal with them according to law. Article 29 The management unit of long bridges and tunnels shall, in accordance with their duties, timely adjust and improve electromechanical, traffic signs, marking lines, anti-collision and navigation AIDS according to traffic management conditions and relevant technical standards and norms. Before the entrance of the important long bridge tunnel, signs such as load limit, width limit, height limit and speed limit should be set according to regulations. Thirtieth long bridge tunnel management unit shall actively cooperate with relevant units to strengthen the traffic management of dangerous goods transport vehicles. For particularly important long bridges and tunnels, the transportation authorities and public security traffic management departments may jointly set up safety checkpoints before the entrance in accordance with relevant regulations. Thirty-first provincial transportation departments shall send a copy of the catalogue and management units of long bridges and tunnels within their respective administrative areas to the public security traffic management department. Thirty-second vehicles are not allowed to drive on (into) the long bridge tunnel without authorization. When it is really necessary to pass, the relevant licensing procedures shall be handled in accordance with the "Regulations on the Administration of Driving Vehicles for Overloaded Highway Transportation", and the vehicles shall pass at the specified time, route and speed. Article 33 When a ship passes through the waters where the long bridge is located, it shall strictly abide by navigation laws and regulations and relevant regulations, and drive cautiously. Long bridge operation and management units and waterway management departments shall, in accordance with their duties, strengthen daily inspections of long bridges and navigation safety facilities, and timely release data such as navigation clearance scale and specific location of cross-river and sea-crossing bridges to prevent ship collision accidents. Article 34 It is forbidden to use long bridges and tunnels to pile up articles, build facilities, lay high-voltage wires and transport flammable, explosive or other toxic and harmful gases and liquids. If it is really necessary to use the long bridge and tunnel to lay pipeline facilities, it shall not affect the safety of the long bridge and tunnel, and report to the competent department of transportation for approval, and sign a laying agreement with the long bridge and tunnel management unit. Attached to the long bridge tunnel (inside) on the pipeline facilities, property units shall conduct regular inspections and maintenance, to avoid safety accidents caused by facilities failure or affect traffic. When the long bridge tunnel is rebuilt, expanded and maintained, the pipeline property right unit shall fulfill the provisions of the laying agreement. Article 35 The management unit of Changqiao Tunnel shall, in accordance with the relevant provisions, establish and improve the risk management and hidden danger investigation system, prepare a risk identification manual, establish a dynamic risk monitoring mechanism, and regularly carry out hidden danger investigation. To find hidden dangers, we should take corresponding measures in time, and coordinate relevant departments to implement traffic control when necessary. Thirty-sixth transportation departments at all levels should establish a long bridge tunnel safety supervision system. The long bridge tunnel under supervision should be rectified within a time limit. Chapter IV Emergency Management Article 37 The operation and management unit of the long bridge tunnel shall, in accordance with the requirements of the emergency plan of the competent department of transportation and the characteristics of the long bridge tunnel, formulate a special emergency plan for safe operation and link it with the emergency plan of the local people's government. Thirty-eighth local transportation departments at all levels should strengthen the guidance and coordination of the emergency work of the long bridge and tunnel, and create a good environment and conditions for the emergency work of the long bridge and tunnel management unit. Article 39 The management unit of Changqiao Tunnel shall, according to the needs of emergency work, allocate necessary emergency personnel and equipment, strengthen the maintenance of emergency equipment and the professional training of emergency rescue teams, and improve the emergency handling capacity. Fortieth long bridge tunnel management units should strengthen coordination with local public security traffic management, anti-terrorism, fire protection, transportation, safety supervision, medical and health units to ensure rapid response, coordination and order in case of emergency. Bridges and underwater tunnels involved in navigation should also strengthen coordination with maritime and waterway units. Forty-first long bridge tunnel management unit shall organize special emergency drills for emergencies such as fire, traffic accidents and natural disasters every year. Article 42 In case of traffic interruption, damage to important stress-bearing components or other heavy casualties due to unexpected events, the operation and management unit of Long Bridge and Tunnel shall immediately start the emergency plan, take corresponding measures, evacuate vehicles and personnel together with relevant units, ensure the safety of vehicles and personnel and the safety of Long Bridge and Tunnel as much as possible, and create favorable conditions for further emergency rescue and disposal. Business management units shall report emergencies in accordance with regulations, track the development and disposal of incidents, and report in a timely manner. Forty-third after the disposal of emergencies affecting the safe operation of the long bridge and tunnel, the management unit of the long bridge and tunnel shall summarize and evaluate the emergency disposal work, and improve the emergency plan and response measures. According to relevant regulations, summarize the evaluation and report it to relevant departments. Chapter V Supplementary Provisions Article 44 Provincial transportation authorities shall formulate detailed rules for implementation according to these Measures. Article 45 These Provisions shall come into force as of the date of promulgation and shall be valid for 5 years.
