People's governments at or above the county level, planning, finance, construction, environmental protection, public security, agriculture, water conservancy, tourism, education, radio and television administrative departments, should do a good job within the scope of their duties in patriotic health. Article 7 The Patriotic Health Campaign Committee at all levels (referred to as the Ai Wei Hui) under the leadership of the people's government at this level, is responsible for organizing and coordinating the work of patriotic health in the administrative area. Its main duties are:
(1) to organize the propaganda, implementation and supervision of laws, rules, regulations and policies concerning patriotic hygiene work;
(2) to deploy, coordinate and guide patriotic hygiene work within the administrative area;
(3) to organize and carry out activities of health education for the whole people, activities of killing disease-carrying organisms such as rats, flies, mosquitoes, cockroaches and so on, and activities for the creation of sanitary cities, sanitary villages and towns, and carry out water and latrine conversion work in rural areas;
(4) formulate standards and inspection and evaluation methods for patriotic hygiene work, and organize and implement the supervision and inspection of patriotic hygiene work, appraisal and assessment and evaluation of the effects;
(5) cooperate with the relevant departments to formulate precautionary measures and emergency countermeasures against major epidemics, poisonings, and other sudden public ****health incidents
(F) to complete the people's government at the same level of other patriotic health work.

Chapter II Patriotic Hygiene Work in Rural Areas Article 11 The main contents of patriotic hygiene work in rural areas:
(a) improve drinking water, reconstruction of sanitary latrines;
(b) improve environmental hygiene, and strengthen the management of garbage and fecal matter;
(c) elimination of disease-vector organisms such as rats, flies, mosquitoes, cockroaches, and their breeding grounds;
(d) health education of farmers, and improve the health awareness of farmers, and cultivate a sense of health;

(e) improving the overall level of health care. Article 12 The competent administrative department of health shall take various forms to popularize knowledge of disease prevention and health care, and guide farmers to develop good health habits, dispel superstitions, and establish a scientific and healthy way of life and behavior. Article 13 The administrative department in charge of agriculture shall do a good job of harmless treatment of human, animal and poultry manure and other wastes in rural areas and the use of biogas to promote the work of guiding the development of farmland rodent activities, and health and other administrative departments **** with the prevention and treatment of diseases affecting humans, animals **** and rural latrines. Chapter III Patriotic Hygiene Work in Towns Article 16 The main contents of patriotic hygiene work in towns:
(a) purification, greening and beautification of streets and residential areas;
(b) strengthening the construction and setting up of basic sanitary facilities such as public *** toilets, garbage cans, garbage disposal stations and plants;
(c) elimination of disease-vectoring organisms such as rats, flies, mosquitoes, cockroaches, bedbugs and so on and their breeding places;
(D) carry out health education and cultivate hygienic, healthy and civilized living and behavioral habits of the residents;
(E) improve the modern hygiene management level of the town.
