Domestic waste as referred to in these regulations refers to solid waste generated by units and individuals in their daily lives or in activities providing services for daily life, as well as solid waste that is regarded as domestic waste under the provisions of laws and administrative regulations.
Industrial solid waste, construction waste, medical waste, animal carcasses are managed in accordance with the relevant laws, rules and regulations, and are not subject to these regulations. Article 3 The city's domestic waste is divided into the following four categories:
(1) recyclables, refers to suitable for recovery and recyclable domestic waste, including discarded paper, plastics, metals, glass, fabrics, etc.;
(2) hazardous waste, refers to domestic waste included in the National Hazardous Waste Directory of hazardous wastes of household origin, including discarded lamps, mercury products (thermometers blood pressure meter, etc.), batteries, medicines, film, paper, daily-use chemicals, and containers of paint, pesticides, disinfectants, mineral oil, etc.;
(c) food waste, refers to perishable, organic-containing household garbage, including discarded ingredients, leftovers, expired food, melon peels and fruit kernels, dregs of traditional Chinese medicines, tea dregs, etc., and vegetables and fruits, rotten meat, minced meat, etc., discarded at supermarkets, farmers' markets, and wholesale markets of agricultural products. fruits and vegetables, rotten meat, meat bones, aquatic products, animal and poultry offal and other organic waste;
(d) other waste, refers to other domestic waste in addition to recyclables, hazardous waste, food waste. Article IV classification of domestic waste management, should adhere to the government to promote the participation of all people, market operation, urban and rural integration, according to local conditions, simple and easy to implement the principle of reduction, resource utilization and harmless management. Article 5 the city, county (district) people's government shall strengthen the unified leadership of the work of classification and management of household garbage, establish the coordination mechanism of the work of classification of household garbage, strengthen and coordinate the capacity building of the management of classification of household garbage.
Cities, counties (districts) people's governments shall incorporate the cause of classification of household garbage management into the national economic and social development planning, accelerate the establishment of classified placement, classified collection, classified transportation, classified treatment of household garbage management system, to realize the effective coverage of household garbage classification system, and will be included in the classification of household garbage special funds into the financial budget at this level of co-ordination arrangements. Article 6 the municipal, county (district) people's government urban management department is the administrative area of the classification of domestic garbage management of the competent department, is responsible for the classification of domestic garbage management work of organization, coordination, guidance and supervision.
The departments in charge of agriculture and rural areas of the people's governments of the cities and counties (districts) shall, in accordance with the prescribed duties, supervise and manage the classification of domestic garbage in rural areas within the administrative area, as well as the collection, transportation and treatment of such garbage.
The competent department of commerce of the people's governments of the cities and counties (districts) is responsible for the supervision and management of the recycling business activities of recyclables and the recycling of waste electrical and electronic products.
Cities, counties (districts) people's governments in charge of real estate is responsible for supervising the property service enterprises to carry out the classification of living garbage, the classification of living garbage into the model text of the property service contract.
The ecological environment department in charge of the people's governments of cities and counties (districts) is responsible for the supervision and management of the transportation and treatment of hazardous waste as well as the supervision and management of the prevention and control of pollution of the environment by the enterprises that deal with domestic waste.
The competent departments of education of the people's governments of cities and counties (districts) are responsible for carrying out the promotion of the classification of household garbage in schools, and supervising and guiding the activities of the knowledge of the classification of household garbage in schools and classrooms.
The people's governments of cities, counties (districts) development and reform, finance, natural resources, urban and rural construction, administrative approval, science and technology, state-owned assets, public security and traffic control, culture, radio, new tourism, transportation, market supervision, organ affairs management, health and other departments in accordance with their respective responsibilities, to do a good job in the management of the classification of living garbage related work. Article 7 The township (town) people's government, street offices are responsible for the daily management of the classification of domestic garbage within their jurisdiction.
Village (neighborhood) committee should do a good job of living garbage classification publicity, organization of village (neighborhood) people will be classified into the village rules and regulations, with the township (township) people's government, the street office to carry out the management of living garbage classification and placement. Article 8 units, families and individuals shall, in accordance with the law, fulfill the obligation to reduce the amount of domestic garbage at source and classified disposal, and bear the responsibility of the producers of domestic garbage.
Organs, enterprises and institutions shall take the lead in the classification of household garbage.
The relevant departments of the municipal and county (district) people's governments should strengthen the management of the production and circulation process, avoid excessive packaging, and organize the listing of clean vegetables to reduce the amount of domestic waste generated.
Encourage social organizations, voluntary service organizations and volunteers to participate in the management of classification of household garbage, publicize the knowledge of classification of household garbage, guide and demonstrate the classification of household garbage. Article 9 The city supports the use of scientific and technological means to gradually improve the level of intelligence in the classification of household garbage placement, collection, transportation, treatment and supervision and management.
Encourage the research and development, introduction and application of new technologies, new techniques, new materials and new equipment for the reduction, resource utilization and harmless treatment of domestic waste.
