Regulations on Blood Donation in Wuhan (Amended in 2021)

Article 1 In order to mobilize and organize citizens to donate blood without compensation, to ensure the need for medical blood, to protect the safety of blood donors and users, and to promote the construction of socialist material and spiritual civilization, according to the "Chinese People's **** and the State Blood Donation Law", "Hubei Province, the implementation of the "Chinese People's **** and the State Blood Donation Law" Measures, in conjunction with the actual situation of the city, the enactment of these regulations. Article 2 These regulations shall apply to the administrative area of the city of blood donation, blood collection, blood supply, blood use and its management activities.

The mobilization and organization of blood donation by active military personnel within the administrative area of the city shall be carried out in accordance with the relevant provisions of the state. Article 3 The people's governments of cities and districts shall lead the work of blood donation in the administrative areas of the city, be responsible for finalizing and issuing annual blood donation plans, guaranteeing the funding for blood donation work, unifying the planning and organizing and coordinating the relevant departments **** with the work of blood donation, and realizing the basic balance between the total amount of blood donated and the total amount of blood used in the city.

City and district health administrative departments are responsible for blood donation in their own administrative areas in accordance with the duties stipulated in these regulations.

The Red Cross societies of cities and districts shall participate in and promote blood donation work in accordance with law. Article 4 The people's governments at all levels and their relevant departments shall take measures to widely publicize the significance of blood donation, popularize the scientific knowledge of blood and blood donation, and carry out education on the prevention and control of diseases transmitted through the blood route.

Radio, television, newspapers and other news media shall regularly and gratuitously carry out social publicity related to blood donation.

Schools should be the scientific knowledge of blood and blood donation into the content of health education. Article 5 The municipal health administrative department shall be responsible for drawing up the city's annual blood donation program, and shall submit it to the municipal people's government for approval before issuing it for implementation.

District health administrative departments in accordance with the municipal people's government approved the blood donation program, the formulation of the district annual blood donation program, reported to the district people's government for approval after the issuance of the implementation. Article 6 state organs, social organizations, enterprises, institutions, schools and residential (village) committees shall organize their own units, the jurisdiction of citizens of the appropriate age to fill in the blood donation will be organized to meet the conditions of blood donation of citizens to participate in blood donation.

Encouraging foreigners to donate blood. Foreigners who come to Han to participate in blood donation, in accordance with the relevant provisions of these Regulations, and the city blood donors to enjoy the same treatment. Article 7 State employees are encouraged to donate blood once every five years; students of higher education are encouraged to donate blood once during their school years. Article 8 The municipal health administrative department shall be responsible for drawing up an emergency plan for the use of clinical blood in the city and submitting it to the municipal people's government for approval; in the event of a serious natural disaster or a major accident in which there is a shortage of blood for the purpose of rescuing the injured, the municipal health administrative department shall organize the implementation of the emergency plan. Article 9 Citizens who donate blood in the city shall be issued with the Certificate of Non-Reimbursable Blood Donation uniformly made by the health administrative department of the State Council. Article 10 Wuhan Blood Center (hereinafter referred to as the Blood Center) is responsible for the collection, provision, transfer of clinical blood within the administrative area of the city of public welfare organizations, any other units and individuals shall not be engaged in the collection and supply of blood activities, laws and regulations otherwise provided for by the provisions. Article 11 The municipal people's government shall guarantee and improve the working conditions of blood collection and supply in blood centers, and equip them with necessary instruments and equipments to ensure the quality of blood as well as the safety of blood donors and blood users. Article 12 The blood center shall reasonably set up blood collection points and arrange mobile blood collection vehicles to provide citizens with safe, hygienic and convenient conditions for blood donation.

Related departments and units shall facilitate the setting of blood collection points and the passage and parking of blood collection (supply) vehicles.

The blood collection (supply) vehicles in accordance with the relevant provisions of the special vehicles, exempted from paying highway tolls. Article 13 The blood collection and supply of blood centers must comply with the following provisions:

(1) blood collection and supply of personnel with the state qualifications;

(2) the state of the age of the donor, the blood donation interval, the amount of blood donation;

(3) blood collection of donors free of charge before the collection of the necessary health checks, do not meet the conditions of blood donation, shall not be collected blood;

(4) blood collection; and p>(4) the use of disposable equipment that meets the standards and requirements stipulated by the state when collecting blood, and the destruction of such equipment after use;

(5) the blood collected must be tested in accordance with the regulations, and shall not be provided to medical institutions without testing or after unqualified testing;

(6) the packaging, storage, and transportation of blood comply with the hygienic standards and requirements stipulated by the state;

(7) the prompt supply of blood to medical institutions;

(viii) other relevant provisions of laws and regulations. Article 14 Clinical blood use in medical institutions must comply with the following provisions:

(1) Unified use of blood provided by blood centers, except as otherwise provided by laws and regulations, no unauthorized transfer of blood for clinical use from other medical institutions or from abroad;

(2) storage of blood in accordance with the health standards and requirements stipulated by the state;

(3) blood types, blood varieties and expiration dates of blood used in clinical use (c) verification of the blood type, blood variety and expiration date of clinical blood, and blood that does not meet the national standards shall not be used for clinical purposes;

(d) waste and abuse of blood shall not be allowed;

(e) other relevant provisions of the laws and regulations.

Medical institutions shall actively promote component blood transfusion and guide patients undergoing elective surgery to store their own blood. Article 15 Citizens who use blood for clinical purposes in the city shall only pay for the collection, storage, separation and testing of blood (hereinafter collectively referred to as the cost of using blood) in accordance with the standards stipulated by the state. Article 16 Citizens who donate blood for clinical use in this Municipality shall be entitled to the following preferential provisions:

(1) If the cumulative amount of blood donated is less than 400 milliliters, the clinical blood used shall be two times the total amount of blood donated free of charge;

(2) if the cumulative amount of blood donated is more than 400 milliliters and less than 800 milliliters, the clinical blood used shall be three times the total amount of blood donated free of charge;

(3) if the cumulative (c) If the cumulative amount of blood donated is more than 800 milliliters, an unlimited amount of clinical blood can be used free of charge.

Spouses and immediate family members of blood donors who need clinical blood shall be entitled to free clinical blood in accordance with the relevant provisions of the Measures for the Implementation of the Chinese People's Blood Donation Law in Hubei Province.
