Article 26
Tendering for the people's air defense engineering construction projects, shall be awarded to the contracting unit in accordance with the law. The contracting unit may contract the survey, design, construction, and equipment procurement of the people's air defense engineering construction project to a general engineering contractor, or may contract one or more of the survey, design, construction, and equipment procurement to a general engineering contractor; however, it shall not contract the people's air defense engineering construction project that should be completed by a single contracting unit by dismembering the project into parts to several contracting units.
Article 27
Prohibits a contracting unit from subcontracting all the construction projects it has contracted to others, or subcontracting all the construction projects it has contracted to others in the name of subcontracting after dismemberment.
