If there are too many tests or overtreatment problems, I think it is generally difficult to make a correct judgment unless the medical experts tell the truth, because there is no specific standard to measure. Between doctors and patients, it is a contradictory unity. Both doctors and patients want to spend the least time and cost as much as possible to completely cure the disease. However, the same patient is treated by different patients (such as different age groups, different physical and mental qualities, different diagnosis periods, etc.) or by different doctors (medical skills, medical ethics differences, diagnosis and treatment attitudes, etc.), so the expenses and treatment effects are also obviously different. Therefore, it is also obviously unfair's to generalize the current situation of hospitals with "arbitrary charges". Now, the more prominent problem is that public hospitals are not completely surnamed "Gong". In the past 2 years of medical reform, public hospitals have gradually implemented commercial operation. That is, the government has implemented all-inclusive hospital expenses before the reform, and has transitioned to less and less government subsidies for hospitals, and all the expenses incurred by hospitals basically rely on "self-digestion". In 217, a 3A hospital in Shanghai received a financial subsidy of 241 million yuan from the municipal government, and the annual expenditure was 3.949 billion yuan. The hospital had to create a business income of 3.78 billion yuan to achieve financial balance. This is the crux of the problem that the fees of public hospitals cannot be reduced. Needless to say, private hospitals are completely self-supporting and their medical fees are higher. Therefore, I think that public hospitals should take the surname of "Gong" and implement free medical care for the whole people or overall medical care, so that hospitals can concentrate on improving the quality of medical services, reducing the cost of medical services, minimizing the number of examination items and preventing over-treatment. For some patients with rich economic conditions who want to get high-end services other than treatment (such as advanced wards and high-quality nursing care, etc.), additional fees can be charged. This is the way to cure the problem.
