Article 5 The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government or their authorized institutions may, based on the actual situation, determine the centralized procurement catalogs and regulations applicable to the provincial level, districted city level, and county level respectively in their respective administrative regions. Article 9 In government procurement activities, procurement personnel and related personnel who have any of the following interests with suppliers shall avoid:
(1) 3 days before participating in procurement activities There is a labor relationship with the supplier during the year;
(2) Served as a director or supervisor of the supplier within 3 years before participating in procurement activities;
(3) Served as a supplier within 3 years before participating in procurement activities The controlling shareholder or actual controller of the supplier;
