Chapter II Participation and Contributions Article 7 The organs, social organizations, enterprises, institutions, private non-enterprise units, other organizations and individual industrial and commercial households with employees (hereinafter referred to as the employer) and their active employees and retired (job) personnel within the administrative area of the city shall participate in the social medical insurance for employees in accordance with the provisions.
Individual industrial and commercial households without employees, part-time workers and other flexibly employed persons (hereinafter referred to as flexibly employed persons) may participate in employee social medical insurance in accordance with the provisions of the city. Article 8 The following persons shall participate in the residents' social medical insurance:
(1) Full-time students of schools below the secondary level in the city, children enrolled in pre-schools, and other children and young people under the age of eighteen (hereinafter referred to as "children and young people") with household registration in the city. For children enrolled in pre-schools who are not registered in the city, one of their parents must be enrolled in the city's social insurance program for at least one year;

(3) other adult residents (hereinafter referred to as adult residents) who are not covered by the employee's social medical insurance program and who have the city's household registration. In 2015, the individual contribution standard: 110 yuan per person for children and teenagers; 80 yuan per person for college students; adult residents are divided into two contribution levels, 350 yuan per person for the first level, and 110 yuan per person for the second level, and the same contribution level is chosen by the adult residents on a yearly basis on the basis of households. The individual contributions of participants from families enjoying the minimum subsistence guarantee treatment, pensioners and beneficiaries, and rural five guarantees of subsistence recipients are fully subsidized by the financial sector, of which adult residents are subsidized according to the standard of the first class; the individual contributions of participants from families on the fringe of the low-income insurance scheme, and the individual contributions of persons with severe disabilities are subsidized by the financial sector by 50 percent. Conditional district (city) people's governments, street offices (township people's government), urban and rural collective economic organizations can give financial support to residents' individual contributions. Article 12 Resident social medical insurance premiums can be paid in the following ways:
(1) adult residents and children and young people who are not enrolled in school (including pre-school institutions), organized by the district (city) people's government, and collected on behalf of the residents by the street offices (township people's government) and neighborhood (village) committees of the district (city) where the resident is registered or where the resident resides;

The people's governments of the districts (cities) can determine the way of collection in light of local practice.
