World Health Organization designates what day of the year as AIDS Day

In order to promote people's awareness of AIDS, the World Health Organization designated December 1 as World AIDS Day in 1988, calling on all countries and international organizations to hold related activities on this day to promote and popularize the knowledge of AIDS prevention [1]. Background of the Establishment

The full name of AIDS is Acquired Immunodeficiency Syndrome (AIDS). Immunodeficiency Syndrome (AIDS). It is a malignant infectious disease with a high mortality rate caused by the human immunodeficiency virus (HIV). After invading the human body, HIV is able to destroy the immune system of the human body, so that the infected person gradually loses the ability to resist various diseases, and may even lead to death, which is one of the most difficult medical problems at present[7] .

In just more than 30 years, AIDS has ravaged the global epidemic, and has become a major public ****health problem and social problem, causing the World Health Organization and governments to pay great attention. According to the United Nations, as of 2018, 37.9 million people are infected with HIV in ***, of which 23.3 million are receiving antiretroviral treatment[8] . In China, as of the end of October 2019,*** 230 million people were tested, 131,000 new cases of HIV infection were reported to be found, and 127,000 new cases of antiretroviral treatment were added[9] .

In order to call on the people of the world to take action and unite *** together to fight AIDS, in 1988, the Ministers of Health of the world at the World Summit of Ministers of Health on Programs for AIDS Prevention put forward a proposal to establish a World AIDS Day, calling for the establishment of an AIDS prevention program. The Chinese Foundation for Prevention of STD and AIDS (CFPSA) was established in Guangzhou on June 21, 1988, with the approval of the National Health Commission (formerly the Ministry of Health) and the People's Bank of China. Chinese Association for the Prevention and Control of STDs and AIDS

Local community-based organizations

Improving the quality of life and the quality of survival of people living with HIV and AIDS patients requires the support of all sectors of the society, but also the efforts of people living with HIV and AIDS patients themselves. People from all walks of life have established a number of local community organizations, and people living with HIV across the country have organized a series of self-help groups on their own initiative, such as the Mianyang Tongyuan Infected Persons Care Group, the Tianjin Haihe Star Working Group for People Living with HIV, and the Hainan Province Heart and Sea Homes Infected Persons Mutual Aid Organization. Mianyang Tongyuan Infected Patient Care Group

The Mianyang Tongyuan Group was established on February 22, 2008, and has grown from three to five people to more than 400 people at present. The care for HIV-infected people in Mianyang City has been slowly extended to the districts and counties, and from Men who have sex with men (MSM) to all people. Volunteers of the group have been committed to improving the living environment and treatment environment of the local infected people. The mission of the group is: to gather enthusiastic people who are concerned about AIDS, *** with the curbing of the rising trend of the AIDS epidemic in this jurisdiction; with love and care for people living with HIV and AIDS patients, to create a better environment for healthy people and infected people to live in harmony *** [19] .

Tianjin Haihe Star Working Group for People Living with HIV/AIDS

The Haihe Star Working Group for People Living with HIV/AIDS (Haihe Star Working Group) was established in August 2006 as a self-initiated organization of people living with HIV and AIDS in Tianjin. The Working Group is committed to improving the treatment and living environment of HIV-infected and AIDS patients, reducing social discrimination and prejudice, and actively promoting the implementation and improvement of AIDS-related policies and laws. It is their vision that "every infected person can breathe free and fresh air under the sun"[20].

Hainan Heart and Sea Home Mutual Help Organization for Infected People

Heart and Sea Home Mutual Help Organization for Infected People, founded in 2009, is a non-profit civil care and mutual help organization voluntarily formed by infected people who are permanent residents of Hainan. This organization is mainly engaged in psychological support for people living with HIV, drug adherence education, policy advocacy, etc., and strives to improve the quality of life and well-being of people living with HIV and AIDS patients. The organization's mission is: self-help, mutual assistance, protection of the rights and interests of HIV/AIDS and related vulnerable groups, and promotion of AIDS education and prevention[21].

Opinions on Strengthening the Work of Preventing and Controlling AIDS

Persons engaged in the diagnosis, treatment and management of persons infected with HIV and AIDS patients may not disclose relevant information to unrelated persons. No unit or individual shall publicize or disseminate the names, addresses and other personal information of HIV-infected and AIDS patients to prevent social discrimination.

Designated medical institutions must promptly admit and treat HIV-infected persons and AIDS patients attending their clinics, and should arrange for medical personnel to diagnose and treat their illnesses in a timely manner, and must not refuse to do so. Notice on Effectively Strengthening the Prevention and Treatment of AIDS

The notice issued by the State Council advocates that the public should understand how AIDS is transmitted and know how to prevent the disease, and that the public should know how to prevent the disease. The circular, issued by the State Council, advocates that the public should understand the ways in which AIDS is transmitted, acquire knowledge and methods of prevention, establish a civilized and healthy lifestyle, avoid unnecessary panic, and eliminate discrimination against people infected with and suffering from the AIDS virus. The Circular pointed out that, according to the Ministry of Health's "Opinions on the Management of HIV Infected and AIDS Patients," the management of HIV infected and patients should be further strengthened by adopting the management method of combining medical services, community services, and social and family care, so as to eliminate social discrimination. The role of the Red Cross and other social organizations should be further utilized to carry out care activities for people living with HIV and patients[34] .
