The water conservancy engineering facilities referred to in these regulations, refers to flood control, drought control, farmland and grassland irrigation, agricultural and pastoral drinking water for human and animal life, small hydropower, wells, cellars, dams, flooded ponds, river embankments (dams), hydrological monitoring, hydrogeological monitoring, urban water supply and drainage, sewage, soil and water conservation, ecological construction of water conservancy projects and their ancillary facilities. Article 3 The people's governments of the autonomous prefectures shall encourage and advocate organizations and individuals inside and outside the country to invest in the construction of water conservancy projects and facilities in accordance with the comprehensive utilization planning of water resources in the basin, and shall protect the lawful rights and interests of investors. Article 4 The people's governments at all levels in the autonomous prefectures shall strengthen the leadership of water conservancy projects and facilities. State and county people's governments in charge of water administration department is responsible for the management and supervision of water conservancy projects and facilities within the jurisdiction.
The water conservancy management organizations under the county water administrative departments shall specifically implement the daily management and supervision of water conservancy engineering facilities.
Environmental protection, agriculture and animal husbandry, land and resources, public security, urban construction and other administrative departments in accordance with their respective responsibilities, to do a good job of water conservancy engineering facilities related management and supervision. Water conservancy project facilities management units and individuals in obedience to the unified management of the water administrative department, under the premise of independent operation.

(vii) logging, deforestation of protective forests;
(viii) other behaviors that endanger the safety of water conservancy engineering facilities. Article XV in the water conservancy project facilities outside the scope of management and protection of construction and affect the normal operation of engineering facilities, the construction unit shall develop and implement protective measures.
