Emergency response procedure
I. Submission of information
(a) after the public * * * incident, the village committee and village team shall immediately truthfully report to the emergency management office of the town government, and shall not delay, falsely report, conceal or omit the report (office telephone XXXX). The contents of the report mainly include time, place, source of information, nature of the incident, scope of influence, development trend of the incident and measures taken. In the process of emergency disposal, relevant information must be reported in time. When public emergencies occur, the emergency management office of the town government shall report to the emergency management office of the county government in a timely manner.
(II) After receiving the important information report of public emergencies, the X government emergency management office and relevant departments study and judge all kinds of basic information and dynamic information, put forward emergency treatment suggestions in time, report to the town government emergency committee, and convey the instructions or instructions of the leading comrades of the town government emergency committee to relevant village committees and departments to track the implementation of feedback.
(3) Villages, villagers' groups and relevant departments should keep abreast of information about public emergencies, and attach great importance to information submission for some sensitive events that occur in sensitive areas or sensitive time periods, or may evolve into particularly serious and major public emergencies, closely monitor the development of the situation, and report to the emergency management office of the town government in a timely manner. Second, early warning action.
(a) emergency work of public emergencies should adhere to the principle of early detection, early reporting and early disposal. Villages, streets and departments in the town should establish and improve the monitoring network according to the types and characteristics of emergencies, divide monitoring areas, determine monitoring points, define monitoring items, implement monitoring personnel, equip with necessary equipment and facilities, and conduct all-weather monitoring of related emergencies. It is necessary to regularly investigate, analyze and study key issues that affect the stability of the region and the department, do a good job in key areas, key fields, key enterprises and key departments, regularly analyze and predict possible emergencies and major situations, timely discover and master emerging problems, and take effective measures to deal with and report important situations in a timely manner.
(two) the member units of the town emergency office and the special emergency work headquarters shall designate liaison officers to be responsible for communicating information, coordinating business and conveying instructions.
(three) public emergency information should be submitted in accordance with the requirements of graded responsibility, compartmentalization and escalation. All villages and units shall submit information on public emergencies to the competent department of the town government in a timely manner. When reporting information, the place where public emergencies occur and its relevant departments should quickly send an emergency working group as the first response team to the scene to carry out emergency work, control the situation in time, reduce casualties and losses, and prevent the situation from further expanding.
(4) The town emergency alarm center is located in the general duty room of the town government. The general duty room of the town government relies on the information reporting mechanism of villages and units on duty to uniformly receive the police for major and extraordinarily serious public emergencies in the town. Villages and units should also set up public emergency alarm centers.
(5) The unified early warning standards of provinces and cities shall be implemented in the emergency work of urban public emergencies. According to the severity, development trend and urgency of public emergencies, it is divided into four warning levels: general (level IV), heavy (level III), major (level II) and extraordinarily serious (level I), which are marked with blue, yellow, orange and red respectively.
The release, adjustment and cancellation of early warning information can be released by means of radio, television, newspapers, information networks, propaganda vehicles, alarms or organizing people to come to the door to inform. For the old, weak, sick, disabled, pregnant and other special groups, as well as special places such as schools and warning blind areas, targeted announcements should be taken.

When public emergencies exceed the general (Grade IV) warning standard, but have not yet reached the heavier (Grade III) warning standard, the town government should issue an early warning to the relevant emergency departments and units; When public emergencies reach the serious warning standard (Grade III), the town government immediately starts the emergency plan of the government at the corresponding level, and reports the situation to the county government, relevant county departments and provincial and municipal authorities. When public emergencies exceed the heavier (Grade III) warning standard, but have not yet reached the major (Grade II) warning standard, the county government shall issue an early warning to the relevant emergency departments and units, and report the situation to the provincial and municipal people's governments and relevant departments. When public emergencies reach or exceed the warning standards of major (Grade II) and major (Grade I), the Emergency Management Committee will immediately start the corresponding county-level emergency plan and report the situation to the provincial and municipal people's governments and relevant departments in a timely manner.
(seven) in the administrative area of our town, if the sudden public events involve or affect the areas outside the administrative area of our town, the town government should report the relevant situation to the relevant counties (cities) and township governments in a timely manner; Hong Kong, Macao and Taiwan personnel or foreigners killed, missing or trapped, or may affect overseas, the town government should report to the provincial, municipal and county governments and relevant departments in a timely manner in accordance with relevant regulations, solicit opinions and opinions, and deal with them in a timely manner.
Three. Command and coordination
(1) Extraordinary major public emergencies (1 level) and major public emergencies (level 2): After the emergency management office of the town government reports to the main leaders of the emergency committee of the town government for approval, it will start the emergency plan. (3) General public emergencies (Level 4): All special headquarters, relevant departments or town governments immediately start emergency plans, and the leaders of the government and relevant special headquarters are responsible for the command. When necessary, report to the higher level government and relevant departments and ask for support.
Fourth, dispose of it in advance.
(a) after the occurrence of public emergencies, the relevant departments shall immediately respond, start relevant emergency plans in accordance with their responsibilities and prescribed authority, take measures to control the development of the situation, organize emergency rescue work, and report to the emergency management office of the town government in a timely manner.
(2) The emergency committee of the town government, while reporting the information of public emergencies to the county government, started relevant emergency plans, handled them in a timely and effective manner, and controlled the situation.
(3) Once the emergency response finds that the situation is beyond its control, it should immediately send a request to the emergency committee of the higher-level government, which will coordinate other emergency forces to reinforce it.

(a) Human security

(b) financial security
(1) According to the relevant provisions of the Budget Law of the People's Republic of China, the funds required for emergency preparedness and rescue for public emergencies are included in the annual budget of the town government as emergency preparedness funds for public emergencies; The financial burden required to deal with public emergencies shall be borne at different levels in accordance with the current principle of dividing administrative power and financial power. When necessary, request the support of the superior financial department.
(2) The financial department is responsible for the management of emergency reserve funds for public emergencies, and the use of major funds must be approved by the emergency committee of the county government. The financial and auditing departments should supervise and audit the use of funds.
(3) Material guarantee
(1) Establish an emergency material reserve system. According to the actual situation, the reserve and allocation plan shall be formulated, and the reserve location, storage mode, types of stored materials, storage quantity and allocation procedures shall be defined. Emergency reserve materials shall be uniformly coordinated by the emergency committee of the town government.
(2) Strengthen the management of emergency reserve materials. We should actively create conditions and gradually establish a public emergency rescue material reserve center.
(4) Basic living security
The town civil affairs office, in conjunction with relevant departments, actively cooperates with the basic living security work of the affected people, and formulates basic living security standards in light of the actual situation to ensure that the people in the disaster areas have food, water, clothing, shelter and timely medical treatment.
(5) Medical and health security
(1) The town health center, together with relevant departments, is responsible for the medical and health protection of public emergencies. Strengthen the emergency capacity building of public health system, further improve public health emergency mechanism, disease prevention and control system, medical treatment system, health supervision system and information support system, and comprehensively improve public health management level and emergency capacity.
(2) Establish a dynamic database covering the whole town, and do a good job in dispatching emergency medical rescue teams, disease control teams, medical and health equipment and other resources.
(3) According to the needs of emergency treatment of public emergencies, emergency medical treatment is carried out by combining public self-help, on-site rescue, pre-hospital first aid and specialist treatment. (6) Public security maintenance

(2) Social mobilization within the whole town shall be submitted by the town government to the county government for approval. The emergency management office of the town government is responsible for the social mobilization of the town, do a good job in mobilization education in conjunction with the propaganda department and public media, formulate social mobilization plans, coordinate the work of relevant departments of the town, and report to the emergency Committee of the town government for the record.

(4) The civil affairs department shall, jointly with relevant departments and units, quickly allocate relief materials to ensure the basic livelihood of the people in the disaster areas.
(5) Insurance companies should play an important role in responding to public emergencies, and gradually expand the types of insurance according to the characteristics of various hazardous events, and reasonably determine the insurance rates. After the occurrence of public emergencies, claims shall be settled in time according to the insurance contract.
(6) For public emergencies, the on-site headquarters should set up an investigation team in time to investigate and evaluate the cause, nature, impact, responsibility, lessons and recovery and reconstruction of the incident, and submit an investigation report on public emergencies to the emergency committee of the town government within 5 days after the announcement of the emergency. The Town Emergency Committee is responsible for reporting relevant information to the superior government and relevant departments.
(7) After the emergency management office of the town government announced the end of the emergency, it organized relevant departments to set up a public emergency verification team to conduct a comprehensive and objective assessment of the incident hazards and emergency handling, and submit the assessment report to the emergency committee of the town government within 10 days.
