According to the Measures for the Administration of Civil UAV Air Traffic, in order to strengthen the management of civil UAV flight activities, standardize its air traffic management measures and ensure the safety of civil aviation activities, the relevant issues concerning civil UAV air traffic management are stipulated as follows:

1. In order to avoid affecting the flight safety of transport aviation, it is forbidden to engage in drone flight activities in the flight airspace of civil transport airports without the approval of the regional administration. When a civil unmanned aerial vehicle applies for the designation of temporary flight airspace, it shall avoid flying in the same airspace with other manned civil aircraft.

5. Because there is no captain to perform the task during the flight of UAV, in order to ensure the flight safety, the UAV controller should bear the rights and responsibilities of the captain, and the UAV controller should be appointed when applying for the flight plan.
