Article 23 The people's governments of cities and counties in the Lijiang River Basin shall take the following measures to protect groundwater resources:
(1) Strictly control the exploitation of groundwater in areas where groundwater is over-exploited; In areas where groundwater is seriously over-exploited, areas where groundwater exploitation is prohibited or restricted shall be demarcated according to law;
(two) within the reach of the urban water supply network, the self-prepared wells shall be closed within a time limit;
(three) the transformation of urban drinking water and industrial water supply network, formulate and gradually implement the plan of using surface water for industrial water, ecological environment construction water and river ecological water.
Twenty-fourth Lijiang River basin water resources unified distribution and scheduling system. The water administrative department of the people's government of the city or county of Lijiang River Basin shall, jointly with the relevant departments at the same level, formulate the long-term water supply and demand plan of the administrative region according to the long-term water supply and demand plan of the basin, the professional water supply plan of the basin and the local actual situation, and implement it after being examined and approved by the people's government at the same level.
Twenty-fifth people's governments at all levels in the Lijiang River Basin shall take measures to implement water-saving measures, popularize new water-saving technologies and processes, and develop water-saving industries, agriculture and service industries.
Twenty-sixth in order to prevent soil erosion in the Lijiang River basin, it is forbidden to plant crops in the following areas:
(a) the top of the mountain or ridge;
(two) slopes of more than twenty-five degrees;
(3) An area one kilometer away from the highest water storage line of large, medium and small (I) reservoirs and 500 meters away from the highest water storage line of small (II) reservoirs;
(four) the gradient of more than ten degrees on both sides of the main canal and the area within one hundred meters.
Article 27 The construction of water projects and facilities in the Lijiang River Basin shall conform to the requirements of water resources management, comprehensive planning and professional planning for water environmental protection, and the protection of aquatic wildlife germplasm resources, and shall be reported to the relevant departments for examination and approval in accordance with legal procedures.
On the premise of ensuring flood control and drought relief, the water storage project in Lijiang River Basin should take into account the needs of upstream and downstream water quality and ecological protection, and formulate anti-pollution remediation plans to avoid centralized discharge of sewage in the river controlled by the water storage project.
Twenty-eighth the lower reaches of the Lijiang River and the upper reaches of the Lijiang River, which are prone to soil erosion, should take comprehensive prevention and control measures of soil and water conservation to reduce soil erosion.
Article 29 It is forbidden to reclaim, drill wells, borrow soil, mine, sand and quarry within the management scope of hidden danger points of geological disasters, areas prone to geological disasters, areas prone to soil erosion, the main stream of Lijiang River and major tributaries such as Rongjiang River, Xiaorongjiang River, Gan Tang River and Chaotian River.
Thirtieth Lijiang River Basin implements the responsibility system for water quality in cross-border sections, and the people's governments at the county level in Lijiang River Basin are responsible for water quality in cross-border sections.
Article 31 The relevant departments of the people's governments of cities and counties in the Lijiang River Basin shall regularly monitor the water quality of the basin, establish water quality monitoring files, and be responsible for organizing the compilation of water environmental quality reports, and regularly announce the water environmental quality information of their respective administrative areas to the public.
Thirty-second towns where the people's governments at the county level in the Lijiang River Basin are located should build domestic sewage treatment plants, strengthen the construction of urban sewage receiving pipe networks, and realize the discharge of urban sewage up to standard. Towns, villages and agricultural (forest) farms shall build sewage treatment facilities, and their domestic sewage and production sewage shall not be directly discharged into rivers.
Article 33 People's governments at the county level in the Lijiang River Basin shall build solid waste disposal facilities, strengthen the management of solid waste discharge, build standardized waste treatment plants (fields), and carry out unified collection and centralized treatment of urban garbage, so as to realize the reduction, harmlessness and resource utilization of domestic garbage treatment.
Article 34 It is forbidden to use water vehicles that do not meet the pollution prevention conditions stipulated by the state to carry oil and other toxic and harmful substances in the main stream, tributaries and reservoirs of the Lijiang River.
Article 35 It is prohibited to dump slag, toxic and harmful substances, garbage, agricultural inputs and other wastes that pollute the water body into the source, main stream, tributaries and reservoirs of the Lijiang River, to discard the carcasses of dead livestock and poultry, and to discharge oil or sewage and residual liquid containing pathogens into the water body.
Article 36 The layout of catering projects along the Lijiang River shall be rationally planned, and catering, barbecue buffet and picnics shall be prohibited in the key protected sections designated by the local people's government.
Article 37 Protect the biodiversity of Lijiang River. It is forbidden to use cages, electric fish, fried fish and other methods to destroy fishery resources for fishing.
Without the approval of the fishery administrative department, it is forbidden to put aquatic species into the Lijiang River. Relevant government departments should organize the release of fish species regularly or irregularly to enrich the fish population.
Article 38 It is forbidden to produce, sell and use disposable foamed lunch boxes, non-degradable plastic bags and other items in the Lijiang River Basin.
