The Law of the People's Republic of China on the Safety of Special Equipment was adopted by the Standing Committee of the Twelfth National People's Congress of the People's Republic of China at its 3rd meeting on June 29, 2013, and was promulgated by Decree No. 4 of the President of the People's Republic of China on June 29, 2013. The Law of the People's Republic of China on the Safety of Special Equipment is divided into general provisions, production, operation, use, inspection, testing, supervision and management, emergency rescue and investigation of accidents, legal responsibility, and bylaws*** 7 chapters and 101 articles, and will come into force from January 1, 2014 onwards. Special equipment safety law highlights the production, operation and use of special equipment, the main responsibility for the safety of the unit, clearly stipulates that: in the production process, the production enterprise is responsible for the quality of special equipment.

Second special equipment production (including design, manufacture, installation, transformation, repair), operation, use, inspection, testing and supervision and management of special equipment safety, the application of this law.
Special equipment referred to in this Law, refers to the greater danger to personal and property safety of boilers, pressure vessels (including cylinders), pressure pipelines, elevators, lifting machinery, passenger ropeways, large-scale amusement rides, the field (plant) special motor vehicles, as well as laws and administrative regulations applicable to the Law of other special equipment.
