Definition: A public health emergency refers to the sudden occurrence of a major infectious disease outbreak, mass unexplained diseases, major food and occupational poisoning and other events that seriously affect public health.

Reporting time limit: the people's governments of provinces, autonomous regions and municipalities directly under the Central Government should report to the competent administrative department of health of the State Council within one hour of receiving the report.
