Before being promoted to the position of chief physician or deputy chief physician ",combined with the implementation opinion that Guangdong urban health technicians regularly work in county or township (town) health institutions before being promoted to the position of attending physician and deputy chief physician (for Trial Implementation)" (Yue Wei [1999]136) issued by seven ministries and commissions such as the Ministry of Health, and the actual evaluation of professional titles, we are now going to discuss the urban health technicians in our province in rural areas.
First, medical institutions that need to send personnel to the countryside.
All medical institutions above the municipal level (including the municipal level) whose scale is equivalent to the standard of tertiary hospitals should send personnel to the countryside. See annex 1 for the list of specific medical institutions.
Second, it is necessary to send personnel to the countryside.
The specialties that need to send personnel to work in medical institutions at or below the county level include internal medicine, surgery, obstetrics and gynecology (family planning), pediatrics, stomatology, ophthalmology, otolaryngology, dermatology, psychiatry, oncology, internal medicine of traditional Chinese medicine, surgery of traditional Chinese medicine, and integration of traditional Chinese and western medicine. , and the majors involved (see Annex 2 for details). In principle, disciplines and majors that do not need to go to the countryside are shown in Annex 3.
Third, select personnel.
The selected personnel are clinicians in institutions and specialties listed in annexes 1 and 2 before being promoted to deputy chief physician.
The following personnel do not need to work in rural health institutions in principle:
1, deputy chief physician has reached 55 years old;
2. After obtaining intermediate professional and technical qualifications, work or exercise in health institutions at or below the county level for more than one year;
3. After obtaining intermediate professional and technical qualifications, he has participated in foreign aid, Tibet aid and Xinjiang aid work 1 year or more;
4. After obtaining intermediate professional and technical qualifications, they have worked in teaching bases at or below the county level for more than 1 year.
Four. working hours
Before being promoted to deputy chief physician, the cumulative service time to medical institutions at or below the county level must reach 1 year, and the continuous service time exceeds 1 month. In order to maintain the continuity of the policy and facilitate the work arrangement of sending units and receiving units, those who applied for the qualification of deputy chief physician before February 65438+3 1 2006 are required to work in rural health institutions for more than half a year.

The recipient medical institutions must be medical and health units at or below the county level in the old, young, frontier, mountainous and poor areas, which shall be determined by the sending units themselves. According to the requirements of the Notice of the Provincial Health Department on Printing and Distributing the Implementation Plan of Third-level City Hospitals in Guangdong Province Supporting the Construction of Mountain County Hospitals (No.358 [2003] of Guangdong Province), it is not necessary to separately determine the receiving institution if it is included in the third-level hospitals in Guangdong Province to support the construction of mountain county hospitals. Provincial People's Hospital, Guangzhou First People's Hospital and Guangzhou Red Cross Hospital are supporting municipal hospitals at present, and another medical and health unit at or below the county level should be selected as the recipient.

Seven, organization and management
(a) to work in rural health institutions, supporting rural health undertakings, is the concrete embodiment of implementing Theory of Three Represents Theory, but also the specific requirements put forward by the provincial rural health work conference, all units at all levels should pay close attention to it.
(two) the sending unit should pay attention to improving the personnel training, discipline construction and various management systems of the recipient medical and health institutions, and improve the service ability and management level of the recipient medical and health institutions.
(three) urban health technicians to work in rural areas, to achieve a goal before work, work assessment, work expiration appraisal. After the completion of the work, fill in the "Assessment Form for Rural Regular Work of Urban Health Technicians" (Annex 4), which will be assessed by the recipient unit as one of the necessary materials for the promotion of deputy chief physician. If you work in different medical institutions, you need to fill out the Appraisal Form for Rural Regular Work of Urban Health Technicians.
(4) local health administrative departments and relevant units should strengthen the management of urban health technicians working in rural areas, and those who practice fraud should be held accountable and dealt with accordingly according to relevant regulations.
Eight, before the relevant provisions are inconsistent with this notice, this notice shall prevail.
