Inbound non-resident passengers carrying personal use items to be left in China will be subjected to customs clearance only for the excess portion of their personal use items exceeding 2,000 RMB. The Customs shall only levy tax on the excess portion of the articles brought in for personal use, and the full amount of tax shall be levied on the indivisible single articles.

Matters Relating to the Standards for the Inspection and Release of Luggage Items Carried by Inbound Passengers
Imported resident travelers carrying articles of imported articles for personal self-use acquired outside China with a total value of 5,000 yuan or less (including 5,000 yuan);
Non-resident travelers carrying articles of imported articles for personal self-use to be retained within the territory of China. The total value of imported articles for personal use is within RMB 2,000 (including RMB 2,000), the Customs shall release them duty-free;
Single varieties are limited to personal use and reasonable quantities, but tobacco products, alcohol products and 20 kinds of commodities stipulated by the state that should be taxed shall be processed in accordance with the relevant provisions.
Inbound non-resident travelers to stay in China with personal use of imported goods, more than 2000 yuan, the Customs and Excise Department only on the exceeding part of the personal use of the imported goods tax, on the indivisible single item, the full amount of tax.
