The scope of urban management includes: all work in the operation and management of municipal public facilities, city appearance and environmental sanitation management, landscaping management, etc.; closely related to urban management as determined by the municipal and county (district) people's governments in accordance with the law , some work in public space order management, illegal construction management, environmental protection management, traffic management, emergency management, etc. that need to be included in unified management. Article 3 Urban management should adhere to the principles of people-oriented, legal governance, source governance, consistent rights and responsibilities, and coordinated innovation, and adopt a government-led and public participation management model. Article 4 The municipal and county (district) people's governments shall establish and improve coordination mechanisms to reasonably divide the responsibilities of relevant departments in urban management; include urban management funds into the fiscal budget at the same level and adapt them to the speed and scale of urban development.
The agencies dispatched by the county (district) people's government and the municipal people's government (Suining Economic and Technological Development Zone Management Committee, Hedong New Area Management Committee) are the responsible entities for urban management within their respective jurisdictions, and are responsible for leading, organizing, and coordinating urban management. Manage relevant departments to carry out urban management work.
The township (town) people's government and sub-district offices are responsible for organizing and implementing the specific work of urban management within their jurisdiction, and guiding and supervising the urban management work of the village (resident) committees. Article 5: The comprehensive administrative law enforcement department of urban management shall exercise the power of relatively centralized administrative penalties for urban management in accordance with the law.
Housing and urban-rural development, urban-rural planning, public security, environmental protection, transportation, food and drug supervision, quality and technical supervision, economy and information technology, industrial and commercial administration, land and resources and other departments shall, in accordance with their respective responsibilities, Do a good job in urban management related work.
Public enterprises such as water supply, power supply, gas supply, communications, public transportation, etc. should assume social responsibilities and cooperate with urban management-related work. Article 6: Municipal, county (district) people's governments should promote digital urban management, establish a digital management platform, and realize the interconnection of public data resources. Promote grid-based urban management, delineate grid areas, establish and improve an inspection system, refine management responsibilities, and achieve full coverage of urban management. Article 7 The village (resident) committee shall enhance its autonomous function in urban management by formulating and implementing village (resident) conventions and other methods, and organize and mobilize agencies, enterprises and institutions and village (resident) residents within its jurisdiction to participate in urban management. management activities.
For violations of urban management laws and regulations, villagers (residents), village (residents) committees, owners committees and property service companies have the right to persuade; if the persuasion is ineffective, they should promptly report to the relevant city management authorities Report to the department and assist in processing.
Citizens, legal persons or other organizations can participate in urban management through urban management volunteer service activities and other methods, and make criticisms and suggestions on urban management work. Chapter 2 Urban Management Matters Section 1 Operation and Management of Municipal Public Facilities Article 8 Municipal and county (district) people’s governments and agencies dispatched by the municipal people’s government shall construct municipal public facilities in accordance with the requirements of the city’s overall plan and the special urban construction plan.
Municipal public facilities should be designed, constructed and delivered for use at the same time as the main project. After the construction of municipal public facilities is completed, complete urban construction files should be established in a timely manner to achieve full sharing of information.
Promote the construction of barrier-free facilities to provide convenience for people with disabilities and other members of society.
Municipal public facilities management units should determine the person responsible for maintenance and management and announce it to the public. Set up safety protection facilities and safety warning signs in areas with concentrated populations and dangerous areas.
Article 9 The municipal and county (district) people's governments and the agencies dispatched by the municipal people's government shall, in accordance with the requirements of the sponge city special plan and sponge city construction specifications, coordinate the promotion of the construction and management of sponge cities in new and old urban areas, strengthen the construction of park green spaces, and repair urban water resources. Ecology, conserve water resources, protect and improve the urban ecological environment. Article 10 The underground comprehensive pipe corridor shall be equipped with fire protection, water supply, power supply, gas supply, lighting, communications, monitoring and alarm, ventilation, drainage and other facilities simultaneously. Article 11 The municipal and county (district) people's governments and the dispatched agencies of the municipal people's government shall, in accordance with the principles of convenience and rationality, make overall plans for agricultural (market) trade markets (stalls) and improve supporting facilities. Agricultural (fair) trade markets (stalls) should meet the following requirements:
(1) Reasonably arrange functional areas, keep them tidy, operate at fixed times and at designated locations, and do not affect public interests such as fire safety;
(2) Configure garbage collection containers and take effective measures to prevent oil, sewage and garbage from polluting the environment; Material (water) disposal and disinfection facilities. Article 12 The municipal and county (district) people's governments and the dispatched agencies of the municipal people's government shall reasonably lay out public toilets.
Public toilets should be equipped with clear, standardized and uniform signs and kept clean and tidy.
