What is the Health and Wellness Bureau

The Health and Wellness Bureau is a government agency responsible for the management of local public **** health and medical institutions.

The full name of the Health and Wellness Bureau is called the Health and Wellness Bureau, which is the competent authority for local hospitals at all levels. Under the Office, Medical Administration Division, Health Education Institute, Ai Wei Hui and other functional departments, in charge of food hygiene, the implementation of the law on practicing physicians, medical malpractice and other work.

The main functions are to carry out the Party and the State's guidelines, policies and laws, rules and regulations relating to health work; combined with the local reality, research and drafting of local laws and regulations, draft regulations and policies on health work. It also carries out the implementation of policies related to the national basic drug system and the relevant provisions on procurement, distribution and use.

The Health Bureau is responsible for the supervision and management of occupational hygiene, public ****place hygiene, radiation hygiene and drinking water hygiene as well as public ****hygiene within its area of responsibility, and organizes and carries out patriotic hygiene campaigns.

Relationship between the Health and Wellness Commission and the CDC

From the level and nature of the two units alone, their powers and functions differ greatly. The NHSC is a functionary of the State Council and has the authority to dictate health and wellness across the country, including guiding local policies on prevention and control of new crown epidemics.

Local governments in the epidemic prevention and control policies or health and other aspects of the work is not in place, the NHRC has the right to supervise accountability or notification, and can even interview local government leaders. And the CDC is just a business unit under the supervision of the NHRC, not even one of the 21 departments and bureaus with authority like the Bureau of Disease Control and Prevention.

So the CDC is not authorized to directly oversee local prevention and control policies. But CDC members are basically academicians in various fields, and the programs and guidelines they develop, and the monitoring and evaluation they do, often play an important role in the NHRC's decision-making, for example, on disease prevention and control.
