What emergency measures should be taken in response to emergencies are:

First, after the occurrence of emergencies, the people's government concerned shall, in the light of their nature, characteristics and degree of harm, take emergency measures in accordance with the provisions of this Law and the provisions of the relevant laws, regulations and rules.

The second is that, after the occurrence of natural disasters, accidents and calamities, or public **** health incidents, the people's government concerned may take targeted measures for the rescue of personnel, control of the situation, public **** facilities and the protection of the public's basic livelihood.

Thirdly, after the occurrence of a social security incident, the people's government concerned shall immediately organize the relevant departments to take measures in accordance with the law to forcibly isolate the parties concerned, blockade the relevant places and roads, control the relevant areas and facilities, and strengthen the guards of the core organs and units; in the event of an incident that seriously jeopardizes the social order, the public security organs may also take corresponding mandatory measures in accordance with the law, based on the situation at the scene.

Fourth, after the occurrence of emergencies seriously affecting the normal operation of the national economy, the State Council or the relevant competent authorities authorized by the State Council may take necessary emergency measures such as safeguarding and control.

According to the relevant provisions of the "Chinese People's *** and State Emergency Response Law":

Article 48 After the occurrence of an emergency, the people's government which performs the duty of unified leadership or organizes the disposal of the emergency shall, in view of its nature, characteristics and degree of harm, immediately organize the relevant departments, mobilize the emergency rescue team and social Force, in accordance with the provisions of this chapter and the provisions of relevant laws, regulations, rules and regulations to take emergency disposal measures.

(e) to enable the people's government at this level to set up financial reserves and reserves of emergency relief materials, if necessary, call other urgently needed materials, equipment, facilities, tools;?

(F) organize citizens to participate in emergency rescue and disposal work, and require the services of persons with specific expertise;?

(vii) to ensure the supply of food, drinking water, fuel and other basic necessities of life;?

(viii) severely punished in accordance with the law, hoarding, price gouging, counterfeiting and selling of counterfeit goods and other acts of disruption of the market order, stabilize market prices, and maintain market order;

(ix) severely punished in accordance with the law, the looting of property, interference with the destruction of emergency response and disposal of the work of the disruption of social order, and maintenance of public order;?

(j) to take the necessary measures to prevent the occurrence of secondary, derivative events.

Article 50 Upon the occurrence of a social security incident, the people's government organizing the disposal work shall immediately organize the relevant departments and the public security organs to take one or more of the following emergency disposal measures in response to the nature and characteristics of the incident, in accordance with the relevant laws, administrative regulations and other relevant provisions of the State:?

(a) Compulsory isolation of the parties involved in the conflict who use instruments to confront each other or participate in the conflict with violent behavior, properly resolve the disputes and disputes at the scene, and control the development of the situation;?

(ii) control of buildings, means of transportation, equipment, facilities, and the supply of fuel, gas, electricity and water in a specific area;?

(iii) blocking the relevant places and roads, checking the identity documents of the people on the spot, and restricting the activities in the relevant public **** places;?

(d) Strengthening the guards of core organs and units vulnerable to shocks, and setting up temporary cordons near state organs, military organs, state news agencies, radio stations, television stations, and foreign embassies and consulates in China;?

(v) other necessary measures prescribed by laws, administrative regulations and the State Council.?

When an incident that seriously jeopardizes the public order occurs, the public security organs shall immediately deploy police forces in accordance with the law, and take appropriate coercive measures in accordance with the law according to the situation at the scene, so as to restore the social order to normal as soon as possible.?

Article 51 In the event of an emergency that seriously affects the normal operation of the national economy, the State Council or the relevant competent authorities authorized by the State Council may take necessary emergency measures such as safeguards and controls to protect the basic needs of the people and minimize the impact of the emergency.?

Article 52 The people's government that performs the duty of unified leadership or organizes the disposal of emergencies may, when necessary, requisition from units and individuals the equipment, facilities, sites, means of transportation and other materials needed for emergency rescue, request other local people's governments to provide human, material, financial or technical support, and require enterprises that produce and supply the necessities of life and emergency relief materials to organize the production and ensure the supply of enterprises, and to request organizations providing medical, transportation and other public **** services to provide the corresponding services.?

The people's government that performs the duty of unified leadership or organizes the disposal of emergencies shall organize and coordinate the transport operators to give priority to transporting the materials, equipment, tools, emergency rescue personnel and people endangered by emergencies.

Article 53 The people's government that performs the duty of unified leadership or organizes the disposal of emergencies shall, in accordance with the relevant provisions of the unified, accurate and timely release of information on the development of emergencies and emergency response work.

Article 54 No unit or individual shall fabricate or disseminate false information about the development of emergencies or emergency response work.

Article 55 The residents' committees, villagers' committees and other organizations in the place where an emergency occurs shall, in accordance with the decisions and orders of the local people's government, carry out publicity and mobilization, organize the masses to carry out self-rescue and mutual rescue, and assist in maintaining social order.?

Article 56 A unit that is endangered by a natural disaster or an accident or disaster, or a public ****health incident shall immediately organize its own emergency rescue team and staff to rescue the victims, evacuate, evacuate, and resettle threatened persons, control the source of danger, mark the danger area, block the danger place, and take other necessary measures to prevent the danger from expanding. Expansion of the necessary measures, and at the same time report to the people's government at the county level of the location; for the social security incident caused by the problems of the unit or the subject is the personnel of the unit, the unit concerned shall report the situation in accordance with the regulations, and quickly send the person in charge to the scene to carry out persuasion and diversion work.

Other units in the place where the emergency occurs should obey the decisions and orders issued by the people's government, cooperate with the people's government to take emergency measures, and do their own emergency rescue work, and actively organize personnel to participate in the location of the emergency rescue and disposal work.

Article 57 Citizens of the place where an emergency occurs shall obey the commands and arrangements of the people's government, the residents' committee, the villagers' committee, or the units to which they belong, cooperate with the people's government in the emergency response and disposal measures taken, and actively participate in the emergency response and rescue work, and assist in maintaining social order.
