These regulations are far higher than the market access requirements for road transport of ordinary goods.

Non-operating road transport of dangerous goods should also be managed.

Road transport management department is in charge of transport business activities, that is, commercial road transport. However, for the transport of dangerous goods, the Dangerous Regulations stipulate that the non-commercial road transport of dangerous goods serving this unit should also be managed by the road transport management institution. The premise is that this unit is an enterprise that produces, uses and stores dangerous chemicals approved by the safety production supervision and management department at or above the provincial level, and an enterprise or institution with special needs such as scientific research, military industry and general civil aviation. Except that there may be less than 5 special-purpose vehicles, other conditions are the same as road transport of dangerous goods. Non-commercial road dangerous goods transport units shall hold road dangerous goods transport certificates, and special vehicles shall be allotted with road transport certificates stamped with special seals for non-commercial road dangerous goods transport.

Strict management of special vehicles and equipment

In order to eliminate potential safety hazards from the source, the Dangerous Regulations stipulate that the technical performance of special vehicles meets the requirements of the national standard "Comprehensive Performance Requirements and Inspection Methods for Operating Vehicles" (GB 18565), and the overall dimensions, axle load and mass of vehicles meet the requirements of the national standard "Limits of Overall Dimensions, Axle Load and Mass of Road Vehicles" (GB 1589), and the technical level of vehicles has reached the industry level. "Dangerous Regulations" prohibit the use of scrapped, unauthorized modification, unqualified inspection, technical level is not up to the first level of vehicles and other vehicles that do not meet the requirements of the state to engage in road dangerous goods transportation; It is forbidden to transport dangerous goods by trucks and trains; It is forbidden to use mobile tanks (except tank containers) to transport dangerous goods. Special vehicles shall be maintained in enterprises that have the maintenance conditions for road dangerous goods transport vehicles. Tank special vehicles shall transport dangerous goods within the validity period of tank inspection.

"Three members" must hold the "Qualification Certificate"

In order to ensure the safety of dangerous goods transportation, the Dangerous Regulations require that drivers, loading and unloading managers and escorts of road dangerous goods transportation must pass the examination by the municipal transportation authorities with districts and issue a unified qualification certificate. Those without qualification certificates are not allowed to take up their posts. Drivers, loading and unloading management personnel and escorts shall carry the Qualification Certificate with them when they take up their posts.

Multi-pronged approach to ensure the safety of road dangerous goods transportation

The Dangerous Regulations make detailed provisions on transportation safety management: First, it is required that enterprises or units transporting dangerous goods on roads should be equipped with necessary emergency treatment equipment and safety protection equipment according to the nature of the dangerous goods transported; Second, employees engaged in the transportation of dangerous goods are required to be familiar with relevant laws and regulations, technical standards, safety production systems and safety operation procedures, understand the nature, dangerous characteristics, use requirements and disposal measures of packaging or containers in case of accidents, and operate in strict accordance with relevant regulations, and must not operate illegally; Third, escort personnel are required to supervise the whole process of transportation and abide by the relevant regulations of relevant departments on transportation routes, time and speed. Overloading and over-limit transportation are strictly prohibited. In case of accidents such as burning, explosion, pollution, poisoning, theft, loss, scattering and leakage, drivers and escorts should immediately report to the local public security department and their own units, and actively cooperate with relevant departments for disposal. The transportation enterprise shall immediately start the emergency plan; Fourth, it is forbidden to use dangerous goods transport vehicles to transport food, daily necessities, medicines and medical devices, and it is forbidden to use special tankers or transport toxic, corrosive and radioactive dangerous goods to transport ordinary goods. When other dangerous goods transport vehicles transport ordinary goods, they must be treated to eliminate hazards; Fifth, dangerous goods transport enterprises are required to insure dangerous goods carrier liability insurance; Sixth, requirements are put forward for the storage, loading and unloading of dangerous goods, and it is forbidden to mix dangerous goods with ordinary goods.
