At present, the Alliance mainly carries out caring activities for orphanages, welfare homes, children's rehabilitation centers, working children's elementary school, communities, remote schools and other places. Chapter I General Provisions
Article I This organization shall be called the Beijing Volunteer Union (hereinafter referred to as "the Union"). ").
Article 2 The Union is a spontaneous, non-profit social organization composed of young people and students from all walks of life who are enthusiastic about social welfare, and who voluntarily provide services and assistance to social welfare and disadvantaged
groups on the basis of their conscience, beliefs, and responsibilities, without any material rewards.
Article III of the Union in line with "their own efforts to help the disabled and the weak, work together to serve the community, selfless dedication, the spread of love," the purpose of advocating "participation
with mutual help, dedication, progress," the spirit of volunteerism, in order to "connect you and me.
With the slogan of "linking your warmth and mine, dedicating the power of love", we contribute to promoting the construction of socialist
spiritual civilization and the harmonious development of the society.
Chapter II Scope and Time of Activities
Article 4 Organize manpower to participate in charitable activities to help the poor, disabled, and out-of-school children.
Article 5 carries out regular in-depth service bases such as homes for the elderly, welfare homes, rehabilitation centers, etc., to provide living services, medical care, culture
recreation and other activities for the orphaned and disabled groups, so as to enable more disadvantaged groups to build up self-confidence in life.
Article 6: Participate in community building, environmental protection and other voluntary public welfare activities.
Article 7: To provide assistance in case of social emergencies and disasters.
Article 8 Recruitment, training and recognition of volunteers, organization and promotion of volunteer work.
Article IX. To carry out exchanges and cooperation with other volunteer organizations, party and government organs at all levels, enterprises and institutions, and social groups.
Article X. Carry out social publicity activities for volunteers and establish the social image of the Union.

Article XII of the Union's activities are tentatively scheduled for two to three times a month. Every week on Saturday and Sunday.
Chapter III Membership

Article 13 Members must have the following conditions:
(1) be at least 16 years old and have the corresponding civil capacity;

Article 14 Membership Application

(4) After the examination is qualified, the applicant participates in the volunteer service activities organized by the League;

Article 15 Rights of Members
(1) The right to elect, be elected and vote in the Union;
(2) The right to participate in the activities of the Union's services;
(3) The right to take part in the Union's business training and to read relevant books, documents and materials;
(4) The right to criticize and suggest the work of the organization and the right to supervise the work of the organization;
(5) The right to participate in the activities of the Union. p>
(e) the right to recommend members to join the Union;
(f) the priority of volunteer services in case of difficulties;
(g) the freedom of joining and withdrawing from the Union;
(h) other rights granted by the relevant laws and regulations as well as related regulations set by the League and volunteer organizations.
Article 16 Obligations of Members
(1) To abide by and agree to the rules and regulations and disclaimer of the Union, and to implement the resolutions of the Union;
(2) To participate in the activities of the Union, fulfill the commitment to volunteer services, and complete the service work arranged by the Union;
(3) To reflect the situation to the Union and to provide the relevant information;
(4) To safeguard the legitimate rights and interests, interests and image of the Union. (d) Maintain the legitimate rights and interests, benefits and image of the Union;
(e) Participate in the education and training arranged by the Union;
(f) Respect the rights of the volunteering clients, and keep the privacy and commercial secrets of the volunteering clients;
(g) Not to collect or disguise remuneration from the volunteering clients; not to borrow money or goods from the clients or seek other benefits; not to accept donations from the clients during the service period;
(h) Not to accept donations from the clients during the service period. (viii) Proper use and safekeeping of the volunteer card and volunteer logo;
(ix) Introducing the Union to the relevant persons or organizations, publicizing the purpose of the Union, maintaining the reputation of the Union, and expanding the social influence of the Union through practical actions;
(x) Annual registration of the Union's members;
(xi) shall not be unauthorized in the name of volunteers or this Union to organize or participate in activities that violate the principles of volunteer service or provide relevant information. Members using the name of the Union to organize activities must be reported to the management team for approval;(xii) Comply with relevant laws and regulations and other obligations stipulated by the Union.
Article 17 If a member has any of the following conditions, the Union may consider discouraging or removing the member:
(1) Failure to observe discipline causing loss to the service recipients or affecting the effectiveness of the service activities, and causing adverse impact on volunteer services;
(2) Using the name of the Union to engage in profit-making and other activities that are not in line with the purpose of the organization;
(C) Engaging in activities that split the Union, gang up and set up private cliques;
(D) Other things that violate the Union's bylaws or contravene national laws and regulations.
Article 18 (a) members applying for withdrawal shall apply in writing one month in advance to the Union, the record will be canceled and recycled volunteer work card; the Union will reply within 15 working days;
(b) withdrawing members of their volunteer service card announcement is void, and may not re-apply for membership within half a year;
(c) any violation of the Constitution of the Union and the relevant system. (c) Anyone who violates the constitution of the Union and related systems, acts against the reputation of the Union or violates national laws and regulations, the Union has the right to be removed from the list.
Article 19 Code of Conduct
(1) Civilized speech and behavior, warm attitude. When serving, the attitude should be friendly, enthusiastic and meticulous, providing first-class service quality and showing the good image of volunteers;
(2) Behave in a dignified manner and dress neatly. During the period of volunteer activities, volunteers must wear the logo of "Beijing Volunteer Union", have a proper instrument, behave steadily and be civilized;
(3) Observe the discipline and be loyal to their duties. Volunteers must obey the organization's arrangements and abide by the organization's discipline. Once committed, whether it is temporary service or regular service, to keep their word. The service should be punctual, such as delayed or unable to work for reasons, must notify the organization in charge in advance;
(d) Volunteers should work closely with each other, encourage each other, **** the same progress.
Chapter IV Organization
Article 20 The Union follows democratic centralism.
Article 21 The Volunteer Representative Assembly is the highest authority of the Union. The General Assembly of Volunteer Representatives shall be convened once a year and may be advanced or postponed
by the vote of the Board of Directors. If it is necessary to advance or postpone due to special circumstances, it must be announced 15 days in advance in the form of an announcement in the exchange platform.
Article 22 The powers and functions of the general meeting of volunteers are:
(1) to formulate and amend the constitution;
(2) to listen to and consider the work report of the council;
(3) to elect and dismiss the vice-president, council members, and ministers;
(4) to elect the excellent volunteers and excellent ministers once a year;
(5) to consider work report and financial report;
(vi) Decide other important matters.
Article 23 The general meeting must be held 15 days in advance by notifying the members in the website of the organization and the related forums, and its resolution must be passed by more than 2/3 of the members present
in order to be effective.
Article 24 The Union shall have a president and a number of vice presidents to form the Union Council.
Article 25 The Council shall be the executive body of the Congress, leading the Union in its daily work between sessions and being responsible to the Congress.
Article 26 The powers and functions of the Council shall be:
(1) to implement the resolutions of the Congress;
(2) to propose the convening of a temporary general meeting of all members to discuss and vote on important matters of the organization;
(3) to prepare for the convening of a general meeting of the members;
(4) to report to the Congress on its work and financial status;
(5) to decide on the absorption and removal of members; and ) deciding on the absorption and removal of members;
(vi) deciding on the establishment of offices, branches, representative offices and entities;
(vii) deciding on the appointment of the main person in charge of each body;
(viii) leading the work of each body of the organization;
(ix) formulating the internal management system;
(x) deciding on other important matters .
Article 27 The Council shall be convened with the attendance of more than 2/3 of the members, and its resolutions shall come into effect with the vote of more than 2/3 of the members present.
Article 28 The Council shall hold at least two meetings a year, and in special circumstances, it may also be held in the form of correspondence.
Article 29 The term of office of each member of the Board of Directors is two years, and can be re-elected. Removal and addition of directors shall be voted by the Council for the record.
Article 30 The president of the Union shall exercise the following powers and functions:
(1) convening and presiding over the Council;
(2) checking the implementation of the resolutions of the General Meeting of Volunteer Representatives and the Council;
(3) signing the relevant important documents on behalf of the Union;
(4) coordinating the work of all the offices and group member units;
(E) nominate the vice president and the main head of each office to be employed by the Volunteer Representative Assembly;
(F) between sessions of the Council, may be convened from time to time, the President of the Office of the meeting, to discuss and decide on the main work of the Union.
Article 31 of the Council in accordance with the needs of the work, set up a number of services: office, public relations, publicity and financial department, etc., and will be based on the actual situation

Article 32 The Union Office is responsible for dealing with the daily organization and liaison work, and its main duties are:
(1) Undertake the work of the Secretary of the Union;

(3) Collect and summarize the opinions and suggestions of members of the Union's various work to the Union working meeting.
(d) Drafting and organizing relevant documents, motions and reports;
(e) Receiving and reading summaries of members' activities;
(f) Recording, archiving and filing of meetings and activities.
Article 33 The Public Relations Department is responsible for external contacts, and its main duties are:
(1) to be responsible for the long-term contact and communication between the Union and government departments, enterprises, institutions and other social organizations, and to broadly expand the activities of the cooperative units and implementation of the venue;
(2) to be responsible for contacting the sponsors of volunteer activities and actively discussing the cooperation of the negotiation of the various matters;
(c) responsible for the development of the League's public relations department work planning and organization and implementation, regular summary of the work of the Department of Public Relations;(d) coordinating the relationship with other departments of the League, outreach and coordination, sponsorship throughout the volunteer activities;
(e) responsible for assisting the Department of Publicity to publicize the work of the League to enhance the influence of the League of Volunteers in Beijing. (v) Responsible for assisting the Publicity Department to publicize the work of the Volunteer Union and increase the influence of the Union.
Article 34 The Publicity Department of the League is responsible for organizing internal and external publicity, and its main duties are:
(1) to obtain the permission of the Board of Directors to publicize the League's information externally;
(2) to publicize and promote the League's activities;
(3) to organize the League's publicity materials, make electronic versions, and post them on the exchange platform for downloading;
(4) to assist in promoting the League's work;
(5) to assist the Publicity Department in promoting the influence of the League. p>
(4) to be responsible for the construction and maintenance of the communication platform of the League;
Article 35 The Finance Department of the League is responsible for dealing with the financial income and expenditure of the League, and its main duties are:
(1) to be responsible for regularly announcing to the members and the donors the income and expenditure of the accounts;
(2) to be responsible for the financial expenditure and income for each activity;
(3) to publish the account situation on the webpage of the League. (c) Publish the accounts on the webpage of the League.
Chapter V Bylaws
Article 35 This Constitution was adopted by the Board of Directors of the Beijing Volunteer Union on September 13, 2009 by a vote.
Article 36 The right of interpretation of this constitution belongs to the Beijing Volunteer Union.
Article 37 This constitution shall come into effect on the date of approval by the Board of Directors of the Beijing Volunteer Union. The weekly synchronized blog releases all kinds of information, and at the same time participates in the commenting and forwarding of hot news topics, focusing on public welfare and social hotspots. Based on the principle of "liveliness and objectivity", we will participate in commenting on the topics. Please pay more attention to our growth.
