The "Environmental Impact Report of the Chlorine Optimization Treatment Project of Henan Shenma Chlor-Alkali Development Co., Ltd. (Approval Version)" (hereinafter referred to as the "Report") submitted by your unit and prepared by Henan Zhengde Environmental Protection Technology Co., Ltd. 》) received. The project approval matters have expired on the website of the High-tech Zone Management Committee. In accordance with the relevant provisions of the "Environmental Impact Assessment Law of the People's Republic of China", after study, the approval is as follows:

1. The project Located in the northwest of the existing factory area of ??Henan Shenma Chlor-Alkali Development Co., Ltd., the project has a total investment of 16 million yuan and an annual production scale of 100,000 tons of sodium hypochlorite solution and 63,000 tons of liquid chlorine. This project includes two parts: "Chlorine liquefaction system renovation project" and "Chlorine absorption device construction project". Mainly to optimize the chlorine treatment production line of the existing engineering ion membrane caustic soda project, build a chlorine treatment optimization project, and reconstruct the existing chlorine liquefaction system; dismantle the 100,000-ton old salt storage in the factory area, build a "chlorine absorption device construction project", and balance Chlorine production load, and also serves as the exhaust gas absorption system for evacuation accidents in the liquid chlorine storage tank factory and the liquid chlorine packaging factory.

2. The "Report" is standardized and comprehensive in content. The proposed environmental protection and pollution prevention measures are basically feasible. The evaluation conclusions are credible and can be used as the basis for the next step of project design and environmental management. This project complies with the current national industrial policy and environmental protection policy. Our bureau agrees in principle that the project will be constructed in accordance with the nature, scale, location and environmental protection countermeasures listed in the "Report".

3. Your unit should proactively disclose the approved "Report" to the public, accept inquiries from interested parties, and promptly provide the "Report" and this approval document to the design unit to ensure that the project design Comply with environmental protection design specifications, implement pollution prevention and control measures, environmental risk prevention measures and environmental protection investment estimates.

4. Your unit must strictly implement the "Three Simultaneities" system for environmental protection, conscientiously implement various pollution prevention and control measures proposed in the "Report", and implement corresponding environmental protection investments. Ensure that various types of pollutants are discharged up to standards or properly treated during the construction and operation periods. At the same time, pollutant discharge should meet the following requirements:

1. Do a good job in air pollution prevention and control. During the operation period, the waste gas of this project is mainly the liquefied tail gas of the chlorine liquefaction workshop and the chlorinated tail gas of the chlorine absorption workshop.

The liquefied tail gas is treated by the existing engineering tail gas treatment system (two-stage alkali liquid absorption); the chlorinated tail gas in the chlorine absorption workshop is processed by the supporting tail chlorine absorption tower and then discharged through the 25m high exhaust pipe to ensure that the chlorine in the chlorine absorption workshop The emission concentration of chlorine in the chemical tail gas meets the requirements of the atmospheric pollutant emission limits of the "Pollutant Emission Standard for Inorganic Chemical Industry" (GB31573-2015).

2. Do a good job in preventing and controlling wastewater pollution. The wastewater generated by the project during the operation period includes the absorption liquid from the exhaust gas absorption tower of the chlorine absorption workshop, drainage from the circulating cooling water system and regeneration wastewater from the soft water preparation system. The absorption liquid in the tail gas absorption tower can be completely reused in production without being discharged; the regeneration wastewater of the soft water preparation system is collected and returned to the salt mine without being discharged; the circulating cooling water is drained as clean water and is directly discharged into the municipal sewage outlet through the main sewage outlet in the factory area. The sewage pipeline enters the Zhan River after being treated by Pingdingshan No. 1 Sewage Treatment Plant to meet standards.

3. Do a good job in noise pollution control. The high-noise equipment in this project mainly includes various types of pumps, fans and other equipment. The sound source value of the equipment is between 80 and 90dB (A). According to different noise characteristics, vibration reduction, sound insulation and other measures are taken in the project, which can effectively reduce The noise source is strong. Ensure that the noise at the factory boundary after the project is put into operation can meet the Class 3 standard limit requirements of the "Environmental Noise Emission Standard for Industrial Enterprises at Factory Boundaries" (GB12348-2008).

4. Properly dispose of solid waste. The waste liquid from the chlorine liquefaction workshop is directly discharged into the alkali pool for treatment. The waste oil produced by the equipment in the chlorine liquefaction workshop and the inspection waste generated by the laboratory are temporarily stored in the existing temporary hazardous waste storage room of the project, and are regularly entrusted to qualified units for disposal.

5. Environmental risk prevention. Develop environmental emergency plans and conduct emergency drills. Once an accident occurs, immediately activate the emergency plan to ensure that environmental risks are within acceptable limits.

5. If the country or our province promulgates new standards that are stricter than the indicators in this approval in the future, your company should implement them according to the new standards.

6. After the project is completed, it is necessary to organize independent inspection and acceptance of the completion of environmental protection facilities in a timely manner. Only after passing the inspection and acceptance can it be officially put into use, and the acceptance status shall be announced to the public. The High-tech Zone Environmental Supervision Brigade is responsible for the daily environmental supervision and management of the project.

7. This approval is valid for 5 years. If the project fails to start construction after the expiration date, its environmental impact report shall be re-submitted for review in accordance with the approval authority.

8. If there are major changes in the nature, scale, location, and pollution prevention and control measures of the project, the construction unit shall resubmit the construction project environmental impact assessment document for approval.
