Hengshui has eight counties, two municipal districts, and one county-level city as of 2016. The eight counties are Gucheng County, Jing County, Zaoqiang County, Wuyi County, Fucheng County, Wuqiang County, Raoyang County, and Anping County.

It is bordered by Cangzhou City in the east and Dezhou City in Shandong Province, Shijiazhuang City in the west, Xingtai City in the south, and Baoding and Cangzhou City in the north, with a total area of 8,815 square kilometers.
Hengshui belongs to the Bohai Economic Circle and the Capital Economic Circle "1 + 9 + 3" program in the southern part of Beijing, for the Bohai Rim Regional Cooperation Mayors' Joint Conference members of the city, was Fei Xiaotong called the "Golden Cross".

As of the end of 2017, Hengshui City has 2 municipal districts, 1 county-level city and 8 counties, with a household population of 4,536,000 and a resident population of 4,460,400; the city's gross domestic product (GDP) amounted to 152.32 billion yuan, and the per capita GDP was 34,000 yuan.
On October 12, 2017, the State General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) formally approved Hengshui City, Hebei Province, to create a "National Quality Model City".
On July 5, 2019, the Ministry of Ecology and Environment of the People's Republic of China announced the 2019 Coordinated Enhanced Supervision (Phase I) of the special investigation of black smelly water bodies, and Hengshui was included in the "list of cities where the elimination ratio of black smelly water bodies is less than 80%", and the elimination ratio is 66.7%.

Hengshui
was abolished, and the 3 counties under its jurisdiction of Xazin, Enxian, and Wucheng were assigned to Shandong Province, the 6 counties of Hengshui, Shamxian, Wuchang, Wuyi, Zaoqiang, and Jixian were assigned to Shijiazhuang Prefecture, the 3 counties of Jingxian, Gucheng, and Fucheng were assigned to Cangxian Prefecture, and the county of Qinghe was assigned to Xingtai Prefecture.
On June 27, 1962, the State Council approved the reset of Hengshui Prefecture, under the jurisdiction of Hengshui, Jixian, Zaoqiang, Wuyi, Shenxian, Wuqiang, Raoyang, Anping, Gucheng, Jingxian, Fucheng 11 counties.
In 1970, Hengshui Prefecture was renamed Hengshui District.
On May 31, 1996, the State Council approved the abolition of Hengshui District, Hengshui City, a prefecture-level city.
