On April 28th, 1924, Dalian China Printing Workers' Federation was established, referred to as "Printing Union". The Executive Committee is composed of 15 people, with Zhao as the chairman, and consists of six departments: investigation, education, sports, general affairs, publicity and relief. It formulates articles of association and determines the emblem and national anthem. Dawn magazine was published and workers' night school was established.
The venue is located in China Zengzhi School (now Wuhan Street, Zhongshan District). Zhao, Wei Changkui and Dong Xiufeng were sent to attend the National Labor Conference and the Congress of the Railway Federation of Trade Unions. Zhao and Wei Changkui were elected as executive members of the Second and Third National Labor Congresses respectively. More than 10 students were selected into Huangpu Military Academy and Guangzhou Peasant Movement Workshop.

Due to the geographical location, information dissemination in Dalian is relatively fast, and progressive people come and go frequently. Local party organizations often use various opportunities to spread Marxist ideas to local youth. As early as April 28th, 1924, Dalian China Printing Workers' Federation was established, and its publication Dawn devoted its main space to publicizing and introducing the workers' movement in the customs.

1923 In February, Fu, a famous journalist, progressive and editor-in-chief of Taitung Daily, and Dalian Chinese Youth Association, the first patriotic and progressive cultural group in Dalian, founded the first progressive monthly magazine in Northeast China to spread new culture and new ideas, and later renamed it Wings of Youth.
