Chapter I General Principles
Article 1 These Provisions are formulated in order to implement the policy of "safety first, prevention first" and the Building Law of People's Republic of China (PRC), strengthen the management of attached lifting scaffolding in building construction, and ensure construction safety.
Article 2 These Provisions shall apply to all kinds of attached lifting scaffolding composed of different forms of frames, attached supporting structures, lifting equipment and lifting methods used in high-rise and super-high-rise building engineering structures.
Article 3 The design, manufacture, installation, use and disassembly of all kinds of attached lifting scaffolding must abide by these provisions and conform to the current relevant laws, regulations, standards and provisions of the state and industry.
Article 4 The Ministry of Construction shall implement unified management of attached lifting scaffolding. The construction administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government shall supervise and manage the attached lifting scaffolding within their respective jurisdictions.
Chapter II Design Calculation
Article 5 The design of attached lifting scaffolding shall comply with this Code, Code for Load of Building Structures (GBJ9), Code for Design of Steel Structures (GBJ 17), Technical Code for Cold-formed Thin-walled Steel Structures (GBJ 18) and Code for Design of Concrete Structures (GBJ 10).
Article 6 The frame structure and attached support structure of attached lifting scaffold shall be designed and calculated according to the "Probability Limit State Method", and the design expression of bearing capacity is:

Article 7 The lifting power equipment, slings and rigging in the lifting structure of the attached lifting scaffold shall be designed and calculated according to the allowable stress design method, and these provisions and current lifting specifications shall be implemented. The calculation expression is as follows:

Article 8 The components attached to lifting scaffolding shall be determined under three different working conditions, namely, use and lifting, according to their structural forms, working conditions and stress conditions, and shall be calculated and checked according to the most unfavorable working conditions. When necessary, the whole model test should be carried out to verify the design bearing capacity of the scaffold frame structure.
Article 9 When designing the attached lifting scaffold, the standard load value shall be determined according to the following provisions according to the three situations of use, lifting and falling:
1. Dead load standard value GK
Including the self-weight of frame structure, enclosure facilities, operation floor facilities, lifting mechanism and other equipment and devices fixed on the frame structure, its value can be determined according to Appendix I of the current Code for Load of Building Structures (GBJ9). For wooden scaffolding and bamboo scaffolding, the standard weight value is 0.35kn/m2.
2. Standard value of building live load QK
Including the self-weight of construction personnel, materials and construction machines and tools; It can be used according to the control load determined by the construction design, but its value shall not be lower than the following provisions:
The structural construction is calculated as two floors running at the same time, the service condition is calculated as 3kn/m2 of each floor, and the lifting condition is calculated as 0.5KN/m2 of each floor;
Decoration construction shall be calculated as three floors working at the same time, service condition shall be calculated as 2kn/m2 of each floor, and lifting condition shall be calculated as 0.5KN/m2 of each floor.
3. The standard value WK of wind load is calculated as follows:

Article 10 The design of various parts of the attached lifting scaffold shall be included in the corresponding load calculation coefficient specified in Table 2.

Article 11 When the "probabilistic limit state" design is adopted, the design value of the load shall be taken according to the calculated load of the bearing capacity limit state design; According to the calculated load designed by using the limit state, the standard value of the load is taken.
Article 12 When designing and calculating rigging and spreader according to the provisions in Table 2, the safety factor shall be determined with reference to relevant design specifications, but the safety factor of rigging and spreader used in hoisting mechanism shall not be less than 6.0.
Article 13 The allowable load of lifting power equipment shall be determined with reference to relevant design specifications. If there is no provision, the rated load shall be taken.
Article 14 The design value of bolt connection strength shall be taken according to Table 3;

Article 16 The design of scaffolding components attached with lifting scaffolding shall be carried out in accordance with the Unified Provisions for the Preparation of Safety Technical Standards for Construction Scaffolds (Revised Draft).
Article 17 The plane layout of the attached supporting structure must be carefully designed according to the safety requirements and engineering conditions, so as to avoid working conditions exceeding its designed bearing capacity.
Chapter III Structure and Device
Eighteenth attached lifting scaffolding frame size shall meet the following requirements:
1. The height of the frame should not exceed 5 times the height of the floor;
2. The frame width should not be greater than1.2m; ;
3. The support span of straight frame should not be greater than 8m; The frame support span arranged in broken line or curve should not be greater than 5.4m;;
4. The cantilever length of the integral attached lifting scaffold should not be greater than 1/2 horizontal support span and 3m; The cantilever length of a single attached lifting scaffold should not be greater than 1/4 horizontal support span;
5. Under the conditions of lifting and use, the cantilever height of the frame body should not be greater than 6.0m and 2/5 of the height of the frame body.
6. The product of the total height of the frame and the support span should not be greater than 1 10m2.
Nineteenth attached lifting scaffolding should have sufficient strength and appropriate stiffness of the frame structure; Should have a safe and reliable attachment support structure that can adapt to the characteristics of engineering structure; There should be safe and reliable anti-overturning devices and anti-falling devices; There should be a control system to ensure the synchronous lifting of the frame and monitor the lifting load; There should be reliable lifting power equipment; Effective safety protection shall be set up to ensure the safety of the operators on the frame body and prevent the materials on the frame body from falling and hurting people.
Twentieth attached lifting scaffolding frame structure shall meet the following requirements:
65438+ The guiding structure between the vertical main frame and the attached supporting structure shall not be connected by steel pipe fasteners, bowl buckles or other ordinary scaffolding;
2. The horizontal beam frame of the frame body should meet the requirements of bearing capacity and integral action with the rest of the frame body, and adopt a fixed truss beam structure connected by welding or bolts; When special-shaped truss members can't be set continuously, scaffolding bars can be used to connect locally, but the length can't exceed 2m, and strengthening measures must be taken to ensure that the connection stiffness and strength are not lower than that of truss beam structure. In each node of the main frame and the horizontal beam frame, the axis of each member should intersect at one point;
3. The frame facade must be set with bracing along the full height, and the bracing span shall not be greater than 6.0m;; The horizontal included angle is 45 ~ 60, and the vertical main frame, horizontal beam frame and frame should be integrated;
4. Cantilever ends are symmetrically provided with diagonal tie rods in pairs with the vertical main frame as the center, and the horizontal included angle is not less than 45;
5. Single attached lifting scaffold must adopt linear frame.
Twenty-first frame structure in the following parts should take reliable structural strengthening measures:
1. Joint with auxiliary supporting structure;
2. The setting position of the lifting mechanism on the frame;
3. The setting position of anti-tilt and anti-fall devices on the frame;
4. Installation position of frame lifting point;
5. Corners of the frame plane;
6. Because of tower crane, construction elevator, material platform and other facilities need to disconnect or open the frame;
7. Other parts with strengthening requirements.
Article 22 the material platform must independently transfer its load to the engineering structure. In the working state, reliable measures should be taken to ensure that the load of the material platform is not transferred to the frame. The attached lifting scaffold across the material platform should be lifted separately, and strengthening measures should be taken.
Article 23 The attached supporting structure must meet the bearing requirements of the attached lifting scaffold for supporting, tilting prevention and falling prevention under various working conditions, and its setting and structure shall meet the following requirements:
1. When the attached supporting structure and the engineering structure are connected by ordinary through-wall bolts, they shall be fixed by double nuts, and the exposed nuts of the screw shall be no less than 3. The size of the pad is determined by the design and shall not be less than 80mm×80mm×8mm;; ;
2. When the attachment point is anchored by a single through-wall bolt, measures should be taken to prevent torsion;
3. The attached structure should have the function of adjusting the construction error to avoid excessive installation stress and deformation;
4. The auxiliary supporting structure located at the protruding or concave structure of the building should be designed separately to ensure the safety of the corresponding engineering structure and auxiliary supporting structure;
5. The concrete strength requirements at the joint between the auxiliary supporting structure and the engineering structure shall be determined by calculation, and shall not be lower than C10; ;
6. Under the conditions of hoisting and use, there should be at least two sets of attached supporting structures to ensure that each vertical main frame can independently bear all the design loads and overturning effects of the span.
Twenty-fourth anti-dumping devices attached to lifting scaffolding must be reliably connected with the vertical main frame, attached supporting structure or engineering structure, and meet the following requirements:
1. The anti-tilting device shall be connected with the vertical main frame or auxiliary supporting structure by bolts, and steel pipe fasteners or bowl buckles shall not be used;
2. Under the two working conditions of lifting and use, there should be no less than two anti-overturning devices located on the same vertical plane, and the minimum distance between the top and bottom anti-overturning support points should not be less than1/3 of the overall height of the frame;
3. The gap between the guide rails of the anti-roll device should be less than 5mm. ..
Twenty-fifth anti-falling devices attached to lifting scaffolding must meet the following requirements:
1. The vertical main frame should be provided with anti-falling devices, and each vertical main frame must be provided with lifting equipment;
2. The anti-falling device must be sensitive and reliable, and the braking distance of the overall attached lifting scaffold is not more than 80mm,150 mm; For integral attached lifting scaffolding;
3. The anti-falling device should have special and detailed inspection methods and management measures to ensure its reliable and effective work;
4. Anti-falling device and lifting equipment must be installed on two sets of auxiliary supporting structures respectively. If one group fails, the other group must be able to bear all the falling loads independently.
Twenty-sixth attached lifting scaffolding lifting power equipment should meet the performance requirements of attached lifting scaffolding, lifting lifting point more than two o' clock, can't use chain block. The console of lifting power supply shall have corresponding functions and comply with corresponding safety regulations.
Article 27 The synchronization and load control system shall control the synchronization of lifting devices by controlling the difference between lifting devices and the load of each lifting device, and shall have the functions of overload alarm, shutdown and underload alarm.
Twenty-eighth attached lifting scaffolding safety protection measures shall meet the following requirements:
1. The outer side of the frame body must be enclosed with a dense mesh safety net (≥800 mesh/100cm2); The dense mesh safety net must be reliably fixed on the frame;
2. Scaffolding at the bottom of the frame body must be laid tightly and covered with flat net and dense mesh safety net. A flap structure that the bottom scaffold board can be folded when the frame body is lifted shall be set, and a gap between the bottom scaffold board of the cage body and the building surface during lifting and normal use shall be set to prevent materials from falling;
3. Upper and lower protective railings (upper pole height 1.2m, lower pole height 0.6m) and skirting boards (height180mm) must be set on the outside of each working shelf;
4. The integral attached lifting scaffold disconnected in the middle must be closed and added with railings under working conditions; Under the lifting condition, reliable measures must be taken to prevent people and materials from falling at the rack mouth.
Twenty-ninth attached lifting scaffolding in the lifting process, must ensure smooth lifting.
Chapter IV Processing and Production
Thirtieth components attached to lifting scaffolding must have complete design drawings, process documents, product standards and product quality inspection rules; Production units should have a sound and effective quality management system to ensure product quality.
Article 31 The materials and properties of raw and auxiliary materials used to make components shall meet the design requirements, and shall be verified and inspected according to regulations.
Thirty-second tooling, equipment and tools for processing parts shall meet the requirements of manufacturing accuracy of parts, and shall be inspected regularly. Tooling should have design drawings.
Article 33 The processing technology of attached lifting scaffold components shall conform to the corresponding provisions of current relevant standards, and it is forbidden to use sheet metal threads or thread taper tapping for bolt connection.
Thirty-fourth components attached to lifting scaffolding shall be inspected in accordance with technical requirements and inspection rules. The machined parts with supporting structures, anti-falling devices and other key components should be marked with traceability, and the machined parts must be 100% inspected. When the parts leave the factory, the factory certificate shall be provided.
Chapter V Installation, Use and Disassembly
Article 35 Before use, the Special Construction Organization Design of Attached Lifting Scaffold shall be compiled according to the structural characteristics, construction environment, conditions and construction requirements of the project, and the use procedures shall be handled in accordance with the relevant requirements of these Provisions, and relevant documents and materials shall be prepared.
Article 36 Construction personnel must receive special training.
Article 37 Before assembly, qualified personnel shall be equipped according to the requirements of special construction organization design, the post responsibilities shall be defined, and safety technical disclosure shall be made to relevant construction personnel.
Article 38 All materials, tools and equipment used for attaching lifting scaffolding shall have quality documents such as quality certificate and material list. Before use, it shall be inspected according to relevant regulations. Unqualified products are strictly prohibited from being put into use.
Article 39 Before each lifting of the attached lifting scaffold, the safety technical disclosure shall be made to the construction personnel according to the requirements of special construction organization design.
Fortieth the control center of the whole attached lifting scaffold should be operated by designated personnel, and other personnel are prohibited from operating.
Article 41 The attached lifting scaffold shall be provided with an installation platform before the first floor assembly. The installation platform should have protective facilities to ensure the safety of construction personnel, and the horizontal accuracy and bearing capacity of the installation platform should meet the requirements of frame installation.
Article 42 The installation of attached lifting scaffolding shall meet the following requirements:
1. The height difference between the horizontal beam frame and the vertical main frame at two adjacent subsidiary supporting structures shall not be greater than 20mm; ;
2. The vertical deviation between the vertical main frame and the anti-dumping guide device should be no more than 5‰ and 60mm;;
3. The reserved through-wall bolt holes and embedded parts shall be perpendicular to the outer surface of the engineering structure, and the center error shall be less than15 mm..
Article 43 After the attached lifting scaffold is assembled, the following inspections must be carried out, and lifting operation can be carried out only after it is qualified:
1. The strength of engineering structure concrete should meet the requirements of attached support for its additional load;
2. The installation of all attachment support points shall comply with the design regulations, and it is forbidden to install less attachment fixed connecting bolts and use unqualified bolts;
3. All safety devices have passed the inspection;
4. The settings of power supply, cable and control cabinet comply with the relevant regulations on electricity safety;
5. The lifting power equipment works normally;
6. The setting and starting effect of synchronization and load control system meet the design requirements;
7. The erection quality of the frame structure part erected by ordinary scaffolding bars meets the requirements;
8. All kinds of safety protection facilities are complete and meet the design requirements;
9. The construction personnel of each post have been implemented;
10. There should be lightning protection measures in the construction area where lifting scaffolding is attached;
1 1. Attached lifting scaffolding shall be equipped with necessary fire fighting and lighting facilities;
12. Special equipment used at the same time, such as lifting power equipment, synchronization and load control system and anti-falling device, shall be products of the same manufacturer and specifications;
13. power equipment, control equipment, anti-falling devices, etc. Rain, impact and dust should be prevented.
14. Other items that need to be checked.
Forty-fourth attached lifting scaffolding lifting operation must comply with the following provisions:
1. Strictly implement the procedures and technical requirements for hoisting operation;
2. Strictly control and ensure that the load on the frame meets the design requirements;
3. All obstacles that hinder the lifting of the frame must be removed;
4, all lifting operation requirements must be removed;
5. It is forbidden for operators to stay on the rack. Under special circumstances, when it is really necessary to get here, effective safety protection measures must be taken and can only be implemented after being reviewed by the construction safety supervision organization;
6. A security cordon should be set up. No one is allowed to enter the lower part of the lifting scaffold, and designated persons are responsible for monitoring;
7. Control the synchronization of each lifting point in strict accordance with the design regulations, the elevation difference between adjacent lifting points is not more than 30mm, and the maximum lifting difference of the whole frame is not more than 80mm;;
8. In the process of hoisting, unified command and standardized instructions should be implemented. Up and down orders can only be issued by a commander-in-chief, but anyone can immediately give a stop order when there is an abnormal situation;
9. If the chain is used as the lifting power, its operation should be closely monitored, and possible faults such as chain and hinge that affect the normal operation should be found and solved in time;
10. After the attached lifting scaffold is lifted in place, it must be attached and fixed in time according to the requirements of service conditions. Before the frame body fixing work is completed, the construction personnel shall not leave or get off work without authorization. Those that have not gone through the delivery procedures shall not be put into use.
Article 45 After the attached lifting scaffold is lifted and fixed in place, it must pass the following inspection items before going through the delivery formalities:
1. The attachment bracket and frame body have been fixed according to the design requirements under the use conditions; All bolted connections have been tightened; The pre-tightening degree of each bearing component should be consistent;
2. The joint between the bowl buckle and the fastener is not loose;
3. All safety protection is complete;
4. Other necessary inspection items.
Forty-sixth the use of attached lifting scaffolding must meet its design performance indicators, and the scope of use shall not be expanded at will; The construction load on the frame must comply with the design regulations. It is forbidden to overload, place concentrated loads that affect the safety of local bars, and clean up the construction garbage and sundries on the frame, equipment and other components in time.
Article 47 When using attached lifting scaffolding, the following operations are strictly prohibited:
1. Use frames to lift materials;
2. Fasten the lifting cable (cable) on the frame;
3. Push the cart on the frame;
4. Dismantle structural members or loose connectors at will;
5. Remove or move the safety protection facilities on the frame;
6. The lifting material collides or pulls the frame,
7. Support the template with a frame;
8. The material platform in use is still connected with the rack;
9. Other operations that affect the safety of the frame.
Forty-eighth attached lifting scaffolding in the process of use, should be in accordance with the provisions of article forty-second monthly comprehensive safety inspection, unqualified parts should be immediately rectified.
Forty-ninth attached lifting scaffolding is expected to stop for more than a month, reinforcement measures should be taken before stopping.
Article 50 when the attached lifting scaffold is stopped for more than one month or returns to work in case of strong wind of magnitude 6 or above, it must be inspected according to the requirements of Article 44.
Article 51 Bolt connectors, lifting power equipment, anti-overturning devices, anti-falling devices, electric control equipment, etc. It should be maintained at least once a month.
Article 52 the removal of attached lifting scaffolding must be carried out in accordance with the relevant requirements of special construction organization design and safety operation procedures. Before demolition, safety technical disclosure shall be made to the construction personnel, and reliable measures shall be taken to prevent personnel and materials from falling. It is forbidden to throw materials.
Article 53 The dismantled materials and equipment shall be overhauled and maintained in a timely manner. In any of the following circumstances, it must be scrapped:
1. The welding part is severely deformed, irreparable or severely corroded;
2. The components such as guide rail, auxiliary supporting structure, horizontal beam frame and vertical main frame are seriously bent;
3. The bolt joint is deformed, worn, seriously corroded or damaged;
4. Deformation and failure of the spring;
5. The wire rope is twisted, knotted and broken, which is seriously worn, and the broken wire meets the requirements of scrapping;
6. Other circumstances that do not meet the design requirements.
Fifty-fourth in case of five or more (including five) strong winds, heavy rain, heavy snow, fog, thunderstorm and other bad weather, lifting and dismantling operations are prohibited. The frame body shall be reinforced in advance. Lifting operation is prohibited at night.
Chapter VI Management
Article 55 The Ministry of Construction shall implement qualification management for construction units engaged in attached lifting scaffolding projects, and shall not carry out construction without obtaining corresponding qualification certificates; Attached lifting scaffolding must have a certificate of approval, that is, the attached lifting scaffolding used must be appraised by the construction administrative department of the State Council or certified by a qualified unit.
Fifty-sixth attached lifting scaffolding engineering construction units shall, in accordance with the relevant provisions of the qualification management, go through the corresponding examination procedures at the local construction administrative department.
Fifty-seventh newly developed attached lifting scaffolding shall meet the technical requirements of these Provisions, and go through the trial procedures at the local construction administrative department. After passing the examination, it can only be approved for trial use in a project, and the guidance and supervision of the local construction administrative department must be accepted at any time during the trial period.
After the test is successful, it can be put into formal use only after obtaining the certification qualification in accordance with the provisions of Article 55.
Article 58 The annual inspection management system shall be implemented for the construction unit that has obtained the qualification certificate of attached lifting scaffolding. In any of the following circumstances, the qualification certificate shall be cancelled:
1. The name and model of the attached lifting scaffold specified in its qualification certificate are inconsistent;
2. Lending, leasing or subcontracting qualification certificates;
3. Serious violation of regulations, repeated rectification is still unqualified;
4. A major accident that killed more than 3 people at a time or the cumulative death toll of the accident reached more than 3 people;
Fifty-ninth attached lifting scaffolding used in different places, before use, should be to the local construction administrative departments or construction safety supervision institutions for the record, and accept their supervision and management.
Article 60 The general contractor of a construction project must implement unified supervision and management of the safety work on the construction site, supervise and inspect the attached lifting scaffolding used, and solve problems in time when found.
After the assembly of the attached lifting scaffold is completed, the general contractor must inspect it according to the requirements of this regulation and relevant documents such as construction organization design, and the lifting operation can be carried out only after it is qualified. The subcontractor shall be responsible for the use safety of attached lifting scaffolding.
Article 61 After a major accident happens to the attached lifting scaffold, the scene of the accident shall be strictly protected, effective measures shall be taken to prevent the accident from expanding, rescue shall be organized, and the accident shall be reported to the local construction administrative department and relevant departments immediately. When rescuers need to move objects at the scene, they should make signs, draw sketches of the scene and make written records, save important traces and physical evidence at the scene, and take photos or videos if possible.
Sixty-second construction administrative departments at all levels or construction safety supervision institutions shall strengthen supervision and inspection of attached lifting scaffolding projects to ensure safety in production.
Article 63 The Construction Management Department of the Ministry of Construction shall be responsible for the interpretation of these Provisions.
Appendix 1:
Nouns and terms
1. Attach lifting scaffolding
It only needs to build a certain height and attach it to the engineering structure, and can climb layer by layer with the construction of the engineering structure by relying on its own lifting equipment and devices. It has anti-overturning and anti-falling devices, and can realize the descending operation.
2. Connecting the supporting structure
The supporting structure is directly connected with the engineering structure to bear and transmit the scaffold load.
3. Single attached lifting scaffold
Attached lifting scaffold has only two lifting devices, which lift independently.
4. Integral attached lifting scaffold
Attached lifting scaffold with more than three lifting devices.
5. Frame structure
The structure of attached lifting scaffolding generally consists of three parts: vertical main frame, horizontal beam frame and frame frame frame.
6. The frame body is vertical to the main frame
The attached lifting scaffold frame used for construction is vertical to the building facade and connected with the attached supporting structure, which mainly bears and transmits vertical and horizontal loads.
7. Frame body horizontal beam frame
It is used to build a horizontal structure with attached lifting scaffolding, which mainly bears the vertical load of scaffolding and transfers the vertical load to the vertical main frame and attached supporting structure.
8. Frame structure
The structural part of the attached lifting scaffold frame is connected with the vertical main frame and the horizontal beam frame by colored steel pipe members.
9. Height of frame body
