According to reports, in addition to further raising the minimum purchase price of grain, Anhui will continue to implement subsidies for improved varieties of crops, and subsidies for improved varieties of rice, wheat, corn, rape and cotton will achieve full coverage; Implement the comprehensive subsidy policy for agricultural materials of grain farmers. Subsidies are based on the actual planting area of wheat and rice, with an average subsidy of 50 yuan per mu; Continue to implement direct grain subsidies, and provide direct grain subsidies to farmers according to the original taxable area and taxable output, with the minimum subsidy per mu not less than 10 yuan; Continue to implement subsidies for the introduction of dairy cows.
In addition, Anhui will further expand the scope of subsidies for agricultural machinery, adding 14 items such as insect killer, tobacco machine and crop straw treatment machinery, and implementing cumulative subsidies 10%-20% for four key promotion machinery such as rice transplanter, seedling tray sowing complete equipment, rotary tillage fertilizer seeder and subsoiler.
At the same time, Anhui will also raise the financial subsidy standard for participating farmers. Full implementation of outpatient co-ordination and immediate reporting will raise the financial subsidy standard for participating farmers to 120 yuan per person per year. The individual contributions of severely impoverished disabled people in rural areas to participate in the new rural cooperative medical system shall be borne by the rural medical assistance funds.
For migrant workers, Anhui stipulates the full implementation of the "Safe Plan" for migrant workers to participate in industrial injury insurance. Migrant workers who sign labor contracts with enterprises and establish stable labor relations shall participate in the basic medical insurance for urban workers. Other migrant workers should participate in the new rural cooperative medical system where the household registration is located or the medical insurance for urban residents where they work according to the actual situation. Migrant workers who participate in the basic old-age insurance for urban workers shall implement the method of transferring the basic old-age insurance relationship. Returning migrant workers can enjoy small secured loans and financial interest subsidies when starting businesses.
Anhui will deepen the reform of the household registration system and relax the conditions for urban settlement. Migrant workers who have legally fixed residences in towns in Anhui Province and their spouses and minor children who live with them can register as urban hukou according to their own wishes and enjoy the same rights and interests as local urban residents.
In addition, Anhui province has also introduced new policies such as subsidizing farmers' training, increasing compensation for national and provincial public welfare forests, deepening policy-based agricultural insurance, and going to the countryside with automobile appliances.
