According to the requirements of Qinhuangdao Municipal Human Resources and Social Security Bureau, Municipal Education Bureau, and Municipal Finance Bureau's "Notice on Doing a Good Job of Participating in Urban Resident's Medical Insurance for College Students in 2010" (Qin Renminsha Ban [2010] No. 186), the starting standard of payment for hospitalization of college students is as follows: 100 yuan for designated medical institutions of each university The starting payment standard for each hospitalization is: RMB 100 for each university designated medical institution; RMB 200 for first-level designated medical institutions; RMB 400 for second-level designated medical institutions; and RMB 600 for third-level designated medical institutions. For medical expenses above the starting standard and below the maximum payment limit, the basic medical insurance fund pays 70% and the individual pays 30%; the large supplementary medical insurance fund pays 90% and the individual pays 10%. The starting standard for five kinds of outpatient major diseases is 600 yuan per person per year, and the fund's payment ratio is the same as that for hospitalization. The annual maximum payment limit is 100,000 yuan per person per year, of which 30,000 yuan per person for basic medical insurance and 70,000 yuan per person for large supplementary medical insurance.
(I) Hospitalization Settlement Procedures
1. Participating college students present their ID cards, student ID cards and College Student Medical Insurance Cards (this card has no photo and no chip) to go through the procedures for medical treatment;
2. The fixed-point medical institutions are responsible for verifying the identity of the patients and contacting the municipal medical insurance centers;
3. The municipal medical insurance centers will enter the college students' payment and medical treatment information, and will issue the hospitalization settlement substitute cards to the fixed-point medical institutions. The hospitalization settlement alternative card will be issued to the designated medical institution;
4. The designated medical institution will handle the procedures according to the transfer of hospitalization, and discharge with the alternative card, and then return the card to the Municipal Health Insurance Center at the end of the month.
(2) Settlement Procedures for Five Major Outpatient Diseases
Undergraduates who suffer from malignant tumors, leukemia, uremia, organ transplants (limited to kidney transplants) and aplastic anemia and who have received an Outpatient Major Disease Medical Card, and whose outpatient treatment costs are paid by the individual, will go to the Municipal Medical Insurance Center for medical treatment and insurance with diagnostic certificates, outpatient fee receipts, itemized lists, identity cards, student ID cards and the University Student Medical Insurance Card.
