The measures referred to in pre-hospital medical emergency, refers to the emergency center (station) and undertake pre-hospital medical emergency task network hospital (hereinafter referred to as the emergency network hospital) in accordance with the unified command and dispatch, before patients were sent to medical institutions for treatment, in medical institutions to carry out on-site rescue, transport first aid and monitoring-based medical activities. Pre-hospital medical first aid is a public welfare undertaking organized by the government, which encourages and supports the participation of social forces. The administrative department of health and family planning shall, in accordance with the principle of "overall planning, integration of resources, rational allocation and improvement of efficiency", organize, manage and implement in a unified way. The administrative department of health and family planning should establish a stable funding guarantee mechanism to ensure that pre-hospital medical first aid meets the local social, economic development and medical service needs. The National Health and Family Planning Commission is responsible for planning and guiding the construction of the national pre-hospital medical emergency system, and supervising and managing the national pre-hospital medical emergency work. The local health and family planning administrative departments at or above the county level are responsible for planning and implementing the construction of pre-hospital medical emergency system in their respective jurisdictions, and supervising and managing the pre-hospital medical emergency work in their respective jurisdictions. The emergency center (station) is responsible for the command and dispatch of pre-hospital medical emergency work, equipped with communication system, ambulance and medical staff according to the needs of pre-hospital medical emergency, and carried out on-site rescue treatment and monitoring on the way of transshipment. According to the command and dispatch of the emergency center (station), the emergency network hospital carries out pre-hospital medical emergency work.
Article 2 The term "medical accident" as mentioned in these Regulations refers to an accident in which medical institutions and their medical personnel violate laws, administrative regulations, departmental rules, medical care norms and practices in medical activities, resulting in personal injury to patients due to negligence.
