Guiyang City Medical Emergency Regulations

Chapter I General Provisions Article 1 In order to strengthen and standardize the medical emergency activities, improve the capacity and level of medical emergency, and safeguard the life safety and health of the public, these regulations are formulated in accordance with the provisions of the relevant laws and regulations, and in the light of the actual situation of the city. Article 2 These regulations shall apply to the construction of medical emergency system and medical emergency activities in the administrative area of the city and the corresponding management.

The regulations referred to in the medical emergency, refers to the specialized medical institutions or have a certain ability to emergency social organizations, personnel on the sudden emergency, critical, seriously ill patients (hereinafter collectively referred to as the patient) to carry out emergency treatment activities. Medical emergency includes pre-hospital medical emergency, hospital medical emergency and social emergency.

The regulations referred to in-hospital medical emergency, refers to the medical institutions in their internal emergency or other departments of the patient's emergency treatment activities.

Social first aid as referred to in these regulations, refers to the social organizations or personnel with a certain degree of first aid capacity at the scene outside of the medical institution or on the way to the patient to the medical institution, the use of cardiopulmonary resuscitation, haemostasis, bandaging, fixation, handling and other basic operations, the emergency treatment activities for patients. Article medical emergency should implement the concept of people's health-centered, adhere to the principle of life first, emergency nearby, standardized and efficient, the establishment of government-led, integrated planning, unified management, social coordination mechanism. Article 4 the municipal people's government unified leadership of the city's medical emergency work, the people's government at the county level to lead the administrative area of medical emergency work.

People's governments at or above the county level shall incorporate medical emergency care into the national economic and social development planning, territorial space planning and health development planning, into the public **** health system, health care service system, the establishment of a sound medical emergency financial investment and subsidy mechanism, to ensure that medical emergency care and economic and social development in a coordinated manner. Article 5 The municipal health and health authorities shall perform the following medical emergency duties:

(3) organize the establishment of the city's pre-hospital and in-hospital medical emergency articulation mechanism;

(4) formulate the city's medical emergency policy, rules and standards;

(5) coordinate and coordinate the city's major social activities and emergency medical emergency rescue work;

(6) the development of the city's medical emergency knowledge and skills publicity and training programs and organize the implementation;

(7) assessment, evaluation of the city's medical emergency work;

(8) the municipal people's government specified other responsibilities. .

County-level health and wellness authorities are responsible for guiding and managing medical emergency work within their administrative areas. Article 6 The department in charge of natural resources and planning shall incorporate the planning and construction of the medical emergency network into the detailed planning and guarantee the demand for land.

The competent department of medical security shall incorporate the costs of pre-hospital medical emergencies in accordance with the regulations into the scope of medical insurance, establish a mechanism for dynamic adjustment of the price of medical services in conjunction with the provisions of medical insurance payments, and provide medical emergency billing services for the insured.

Article 7 Organs, organizations, enterprises and institutions shall strengthen the publicity and training of medical first aid knowledge and skills for their personnel.

The Red Cross shall, in accordance with the law, organize public participation in medical first aid knowledge and skills training, and organize volunteers to participate in on-site first aid.

Village (neighborhood) committees should cooperate in publicizing medical first aid knowledge and skills.

Radio, television, newspapers, magazines, networks and other news media should carry out medical first aid knowledge and skills of public welfare propaganda, advocating the concept of self-help and mutual aid, publicize the spirit of saving lives.

January 20 every year for the city's medical emergency publicity day. Article VIII encourages units, social organizations and individuals through donations, funding, investment, technology or volunteer services, etc., to participate in medical emergency.
