In order to further strengthen the city's medical institutions of narcotic drugs and the management of the first class of psychotropic drugs, according to the "medical institutions of narcotic drugs, the first class of psychotropic drugs management regulations" (Health Medical Development 〔2005〕 No. 438), Article XIII "Medical institutions of expired, damaged narcotic drugs, the first class of psychotropic substances for destruction, shall apply to the local health administrative department, under the supervision of the administrative department of health to destroy, and the destruction of the situation is registered. Health administrative departments receive medical institutions to destroy narcotic drugs, the first class of psychotropic drugs after the application, should be present within five days to supervise the destruction of medical institutions." The provisions of the city's medical institutions, expired, damaged narcotic drugs and psychotropic substances of the first category of the destruction of supervision and management of the relevant matters are notified as follows:

First, the destruction of the supervisory authority

(a) municipal medical institutions, urban medical institutions of the second level and above the expiration of the destruction of narcotic drugs and psychotropic substances of the first category of damage to the destruction of the supervisory authority of the Municipal Commission of Health and Family Planning.

(b) the city's other medical institutions at all levels and types of expired, damaged narcotic drugs, psychotropic substances of the first class destruction of the destruction of the supervisory authority for the location of the county-level health administrative departments.

Second, the destruction of supervision procedures

(a) application. Medical institutions to destroy the unit expired, damaged narcotic drugs and the first class of psychotropic drugs, fill out the "Xiangyang City, medical institutions, expired, damaged narcotic drugs and the first class of psychotropic drugs destruction application form" (hereinafter referred to as the "application form", Annex 1), stamped with the official seal of the unit to the destruction of the destruction of supervisory authority to apply for destruction.

(B) Supervision of destruction.

1. Destruction of the supervisory authority to receive the medical institutions to submit the "application form" should be within 5 days, sent two staff (hereinafter referred to as supervisors) to the medical institutions on-site supervision of the destruction.

2. After the destruction of drugs, medical institutions, the operator (not less than 2 people) and supervisors on-site in the "Xiangyang City, medical institutions, expired, damaged narcotic drugs and psychotropic substances of the first category of the on-site supervision of the destruction of the single" (hereinafter referred to as "Destruction of the single", Annex 2) on the signature to confirm.

3. Supervisors will be "destruction of single" back to the supervisory authority to stamp the official seal of the supervisory authority, will be stamped with the official seal of the supervisory authority of the "destruction of single" returned to the medical institutions.

(C) the treatment of drugs after destruction. Supervision of the destruction of expired, damaged narcotic drugs and psychotropic substances of the first category, by the medical institutions in accordance with the "medical waste management in health care institutions" (Ministry of Health Decree No. 36) of the relevant provisions of the treatment.
