Article 1 In order to strengthen the public security management of the engraving industry, prevent and crack down on counterfeiting and use of seals for illegal and criminal activities, ensure legal operations, and maintain social order, in accordance with relevant national regulations and in conjunction with the situation in our province, these regulations are specially formulated this method. Article 2 These Measures apply to the public security management of state-owned, collective and individual engraving industries (including atomic seals) in the province. Article 3 The public security organs are specifically responsible for the public security management of the engraving industry. Article 4 Anyone who applies to operate the engraving industry must be reviewed and approved by the local county (city) or district public security authority, obtain the "Engraving Industry Safety License", and then go to the industrial and commercial administrative department to apply for a "Business License" before being allowed to operate. Article 5 When an engraving factory (store) changes business, goes out of business, merges or changes its business registration items, after approval by the industrial and commercial administration department, it must go to the public security organ that originally issued the certificate to go through the change procedures. Article 6 To operate an engraving factory (shop), the following conditions must be met:
(1) Employees must have local permanent residence;
(2) Have necessary qualified technical personnel;
(3) Have a fixed business place and a building that meets safety regulations as well as necessary fire prevention and anti-theft safety facilities. Article 7 The factory (store) that produces official seals (including steel seals and special seals, the same below) must be a seal engraving factory (store) designated by the public security agency that meets confidentiality conditions. Article 8 The engraving factory (store) must establish strict systems for production, handover, custody, confidentiality, destruction, and safety post responsibilities. Article 9 Units that engrave official seals must go to the county (city) or district public security agency where the unit is located to complete the engraving procedures with a certificate from the superior leadership agency or a "Business License" before going to the engraving factory designated by the public security agency. Units that engrave official seals in other places must go through the engraving procedures at the public security bureau where the unit is located with a certificate from the local county (city) or district public security bureau. Article 10 To engrave seals, place name seals, classification stamps, mastheads and other engraving products that do not require strict control, you should go directly to the engraving factory (store) with a letter of introduction from your unit. Article 11 The engraving factory (store) should set up a registration book uniformly printed by the public security organs, and a dedicated person should be responsible for the registration work. The registration book shall be kept for one year after being filled and may be destroyed only with the consent of the public security organ.
The letters of introduction and certification issued by the unit that customized the official seal, as well as the authenticity certificate issued by the public security agency, should be properly kept for inspection. Article 12 When engraving factories (stores) contract to make seals, they should strictly follow the quantity regulations approved by the public security organs. The specifications, style, and font of the official seal should be strictly implemented in accordance with relevant national regulations. Article 13 All kinds of seals produced by engraving factories (stores) must be kept by designated personnel and are strictly prohibited from use before the orderer takes the seal.
The samples, waste products, molds, etc. used for engraving the seal must be handed over to the customer or destroyed in front of the customer, and imitation is strictly prohibited. Article 14 When the customer receives the seal, the engraving factory (store) shall certify the certificate and obtain the signature of the customer before delivering the seal.
Stamps that have not been collected for three months overdue should be handed over to the public security organs for processing. Article 15 Engraving factories (stores) must establish and improve public security organizations, and under the guidance of public security organs, conscientiously do internal security work.
The owners are responsible for the internal security of private and individual engraving factories (stores). Article 16 Engraving factories (stores) shall accept the supervision and inspection of the public security organs and shall assist the public security organs in performing official duties in accordance with the law.
Employees of engraving factories (stores) should abide by relevant national security management regulations and report any illegal or criminal activities to the public security organs immediately. Article 17 Relevant departments shall commend and reward engraving factories (stores) and employees who have made outstanding contributions in implementing these Measures or assisting the public security organs in investigating and punishing illegal crimes. Article 18 For engraving factories (stores) that violate relevant regulations, the public security organs will give a warning or impose a fine of not less than 1,000 yuan but not more than 10,000 yuan, depending on the severity of the case.
For individuals who violate these Measures, the public security organs shall impose penalties in accordance with the "Regulations on Public Security Administration Punishments of the People's Republic of China"; if the circumstances are serious and violate criminal laws, the public security organs shall be referred to the judicial organs for investigation of criminal liability in accordance with the law.
A fine of more than 50 yuan or the confiscation of the "Engraving Industry Safety License" shall be levied on the engraving factory (store), and the decision shall be made by the public security organs at the county (city), district or above level. Article 19 Engraving factories (shops) opened before the implementation of these Measures shall go through the approval procedures with the local county (city) and district public security organs within 30 days after the implementation of these Measures. Article 20 The Provincial Public Security Department is responsible for the interpretation of these Measures. Article 21 These Measures shall come into effect from the date of promulgation. The provisions related to the seal engraving industry in the "Trial Measures for the Public Security Management of the Printing, Casting and Engraving Industry of Liaoning Province" promulgated on December 6, 1982 were abolished at the same time.
