Interim Provisions on the Management and Use of Postdoctoral Funds

Chapter I: General Provisions Article 1 These provisional provisions are hereby formulated for the purpose of promoting the smooth development of China's postdoctoral research stations and postdoctoral research system, and strengthening the management of postdoctoral funds. Article 2 The funds for postdoctoral research are special funds allocated by the Ministry of Finance. The use plan is finalized by the Management Coordination Committee of Postdoctoral Research Stations (hereinafter referred to as the Management Committee), and is managed and used by the Office of the Management Committee. The Management Committee shall carry out inspection and supervision. Article 3 The postdoctoral funds are mainly used to pay for the daily expenses of postdoctoral researchers, postdoctoral scientific funds and postdoctoral management activities. Article 4 The Office of the Management Committee and all units of postdoctoral research stations shall strictly implement the provisional regulations. Article 5 According to the Document No. 88 of Guo Fa [1985] "Circular of the State Council Approving the Report of the State Science and Technology Commission, the Ministry of Education and the Chinese Academy of Sciences on the Pilot Operation of Postdoctoral Research Stations", the Ministry of Finance has allocated RMB 20 million yuan (including USD 2 million foreign exchange) for the establishment of postdoctoral research stations. The office of the Administrative Committee has deposited this amount in China International Trust and Investment Corporation and China New Technology Venture Capital Corporation, and used the annual interest as the amount of the postdoctoral scientific fund for the current year and the activity fund for the postdoctoral work. Article 6 The Ministry of Finance shall allocate daily funds for postdoctoral researchers (hereinafter referred to as postdoctoral fellows) according to the stipulated standards based on the actual number of those who are on the station and the planned number of new recruits each year. Article 7 Donations and sponsorships from various institutions, organizations, units or individuals at home and abroad, as well as financial support from governments at all levels. Article 8 Other special funds allocated by the State for the development of postdoctoral career. Chapter III Management and Use of Daily Funds for Postdoctoral Fellows Article 9 The daily funds for postdoctoral fellows are the research funds and living expenses required by postdoctoral fellows, which shall be allocated by the Office of the Administrative Committee to the station-building unit on an annual basis from the month when the postdoctoral fellows are officially admitted to the station until the expiration of the two-year period or the departure of the postdoctoral fellows from the station. After receiving this amount, each station-building unit shall send the alteration receipt to the Office of the Administrative Committee in time. Article 10 The standard of daily funding for post-doctoral students is generally 12,000 yuan per person per year. In the past two years (from October 1986 to the end of October 1988), the standard of daily funding for post-doctoral students in the northeast region (Shenyang, Dalian, Changchun and Harbin), the northwest region (Xi'an and Lanzhou), and the southwest region (Chengdu and Guiyang) has been raised to 15,000 yuan per person per year. Article 11 In general, not less than 75% of the daily funding for postdocs shall be used to subsidize the research work. The unit of establishment shall control the use of the funds according to the progress of the research work, and the postdoctoral fellows themselves may propose the use of the funds to the unit of establishment at any time according to the needs of their work. The research funds are mainly used for purchasing small necessary instruments, equipment, experimental materials, reagents, library materials and calculation costs, etc. They can be used sporadically or centrally. It can be used sporadically or centrally. The specific approval procedures shall be handled according to the relevant regulations of the financial affairs of each unit. Article 12 The daily expenses of post-doctoral fellows shall not exceed 25% of the daily expenses for living and welfare. Postdoctoral fellows shall be paid salary (including seniority allowance), bonus, living allowance and other benefits such as public medical care, hardship allowance and family visit according to the stipulated standards by the unit of establishment of the station.

1. Salary: the salary of lecturer (assistant researcher) is paid at the lowest standard after the salary reform during the period of working in the first station, and the seniority allowance is also paid;

2. Bonus: the bonus is paid according to the average standard of the regular employees of the station building unit;

3. Subsistence allowance: one hundred Yuan per month per person, which is used to buy books and materials and pay the rent of the postdoctoral apartment. Article 13 The daily expenses of post-doctoral fellows shall be separately accounted for by the financial department of each unit, and shall be used exclusively for the purpose, and shall be required to submit to the Office of the Management Committee in the first half of January every year a detailed list of daily expenses of the previous year (see Annex I for the form), and then allocate the expenses of the next year after the approval of the Office of the Management Committee. Article 14 Upon the expiration of the postdoctoral research period or early departure of the postdoctoral fellowship for any reason, the financial department of the founding unit shall report the use of the funds to the Office of the Management Committee in a timely manner, and the remaining funds shall be returned to those who have left the postdoctoral fellowship early. Chapter IV Management and Use of Postdoctoral Scientific Fund Article 15 In addition to the Provisional Regulations of National Postdoctoral Scientific Fund (Annex II), the management and use of Postdoctoral Scientific Fund shall be supplemented as follows:

1. The amount of financial support for postdoctoral researchers shall be divided into two grades in accordance with the regulations, and the amount of financial support for those who have special needs can be increased appropriately, but the part of the increased amount shall not be more than fifty percent of the amount of financial support for A grade. The amount of support is divided into two levels according to the regulations.

2. The foreign exchange amount of the grant is managed by the Office of the Management Committee in strict accordance with the national foreign exchange management system. In the use of the grant, must be proposed by the recipient of the use of the plan, and complete the relevant procedures, reported to the Office of the Management Committee for approval before being sent to the use of their own. Users of foreign exchange should settle their accounts directly with the Office of the Management Committee and return the remaining foreign exchange for further use in the future.

3. The foreign exchange portion of the grant can be retained for one year after the postdoctoral students have been assigned with a permanent job at the end of their working period. Chapter V Charges and Management of Special Apartment for Post-doctoral Fellows Article 16 The special apartment for post-doctoral fellows, which is centrally invested and constructed in Beijing, Shanghai, Tianjin and Changchun by the Management Committee according to the infrastructure funds allocated by the State Planning Commission, shall be charged at the rate of fifty to sixty Yuan per set of housing. In other areas, the housing for post-doctoral students shall be solved by the units. If there are difficulties, they can be subsidized as appropriate.
