Provisions on procurement bidding standards for state-owned enterprises

Legal Analysis: On February 5, 20 18, the Ministry of Finance issued the Interim Provisions on Centralized Procurement Management of State-owned Financial Enterprises, which covers all state-owned enterprises that have obtained financial business licenses, as well as financial state-owned enterprises such as state-owned financial holding companies and state-owned guarantee companies. Article 9 stipulates that if a state-owned financial enterprise conducts procurement by public bidding or inviting bidding, it shall set up a bid evaluation committee to be responsible for bid evaluation of procurement projects according to law; If the procurement is conducted by non-tendering methods such as competitive negotiation, competitive consultation and inquiry, a negotiation, consultation or inquiry team shall be set up according to the relevant requirements of government procurement and the actual situation of the unit.

Legal basis: Article 5 of the Standardization Law of People's Republic of China (PRC). The State Council standardization administrative department is responsible for the unified management of national standardization work.
