Organizational Overview of Changsha Quality and Technical Supervision Bureau

The Bureau has set up seven functional divisions (offices): Quality Management Division, Standardization Management Division, Measurement Management Division, Supervision and Management Division, Food Quality and Safety Supervision Division, Special Equipment Safety Supervision Division, and Policy and Regulations Division, and five internal management departments: Office (Logistic Service Center), Personnel Division, Planning and Finance Division, Discipline Inspection and Supervision Office, and Quality Control Office.

The Bureau has also set up a sub-agency: the Development Zone Branch, responsible for quality and technology supervision and management within the High-tech Industrial Development Zone and the Economic Development Zone area; set up a full-time law enforcement agency: the Quality Supervision Inspection Detachment, responsible for quality and technology supervision and inspection within the city's administrative area; and set up a comprehensive and specialized inspection and technology agency: Changsha Municipal Commodity Quality Supervision and Inspection Institute, Changsha Food Quality and Safety Supervision and Inspection Center, Hunan Automobile and Motorcycle Parts Quality Supervision and Inspection Center, Hunan Glass and Ceramic Products Quality Supervision and Inspection Center, Hunan Electric Bicycle Quality Supervision and Inspection Center, and Hunan Fireworks Product Quality and Safety Supervision and Inspection Center, are responsible for the corresponding area of quality inspection and testing of commodities according to the authorization of the Provincial Bureau. Quality and Technical Supervision Information Management Institute, responsible for quality and technical supervision information management.

The quality and technical supervision system implements vertical management below the provincial level to ensure that the quality and technical supervision of the administrative management, supervision and law enforcement functions and inspection and technical responsibilities exercised effectively, fully reflecting the normative nature of the administration, supervision and impartiality, accuracy of detection, reliability of service.
