Article 15 of the organs, groups, enterprises and institutions and other organizations shall, in accordance with the relevant provisions of the state, regularly transfer files to the archives, the archives shall not refuse to receive.
With the consent of the archives, the archives will be handed over to the archives in advance for safekeeping, before the expiration of the transfer period prescribed by the state, the file involves matters of government information disclosure is still handled by the original production or preservation of government information unit. If the transfer period expires, the files related to matters of government information disclosure are handled in accordance with the provisions on the utilization of archives.
