People's governments at or above the county level, the competent departments of medical security shall improve the capacity and level of medical security supervision, medical service behavior and medical expenses included in the scope of payment of basic medical insurance fund to strengthen supervision and management, to ensure the rational use of the basic medical insurance fund, safe and controllable.
The competent health authorities of the local people's governments at or above the county level shall establish a performance assessment system for medical and health institutions, and organize assessments of the quality of service, medical technology, and the use of medicines and medical equipment in medical and health institutions. The assessment should absorb the participation of industry organizations and the public. The results of the assessments shall be made public in an appropriate manner, as an important basis for evaluating medical and health institutions and for health supervision. The state protects citizens' personal health information and ensures the security of citizens' personal health information. Any organization or individual shall not unlawfully collect, use, process or transmit citizens' personal health information, and shall not unlawfully trade, provide or disclose citizens' personal health information.
