The term "motor vehicle parking lot" as mentioned in these Measures refers to the indoor or outdoor places for motor vehicle parking.
(1) Public parking lot: refers to the business place for parking motor vehicles, which is selected independently according to the parking lot planning and temporarily occupied for the construction of public buildings.
(2) Special parking lot: refers to the non-operating place where motor vehicles of the unit are parked.
(3) Temporary parking spaces refer to temporary parking spaces for motor vehicles on urban roads. Article 4 (Management Subject)
The traffic administrative department is the competent department of public parking lots and special parking lots in this Municipality, and is responsible for organizing, coordinating and implementing the planning, construction and management of motor vehicle parking lots in this Municipality; The administrative law enforcement agencies under the traffic administrative departments are responsible for the implementation of supervision and inspection.
Temporary parking spaces are planned, approved, supervised and managed by the public security traffic management department.
Planning, construction, urban management, price, finance, housing management and other administrative departments and public security fire control institutions shall be responsible for the management of motor vehicle parking lots according to their respective responsibilities.
Gradually establish a motor vehicle parking industry association and give play to the self-discipline role of the industry association. Article 5 (Management Principles)
The establishment and management of motor vehicle parking lots shall follow the principles of overall planning, rational layout, coordinated development, priority construction and standardized use. Article 6 (Encouraging Investment)
The government can formulate preferential policies to support the construction of public parking lots. Encourage legal persons, natural persons or other economic organizations to invest in the construction of public parking lots according to the principle of "who invests, who builds, who operates and who benefits". Article 7 (Intelligent Building)
The traffic administrative department shall organize the construction of public parking information system, and promote the application of intelligent and information-based means such as three-dimensional mechanical parking equipment and automatic parking time charging equipment to manage public parking lots and temporary parking spaces.
Relevant regulations and standards for intelligent construction of public parking information system shall be formulated by the traffic administrative department in conjunction with relevant departments.
Owners of public * * * parking lots shall, in accordance with relevant regulations and standards, actively adopt intelligent means for operation and management, and incorporate their parking information into the city's public * * * parking information system. Article 8 (Planning)
* * * The special parking lot planning shall be prepared by the traffic administrative department in conjunction with the departments of land, planning, construction and public security according to the overall urban planning and traffic development needs, and shall be implemented by the traffic administrative department after being approved by the people's government at the same level.
The public security traffic management department shall, in conjunction with the administrative departments of transportation, planning, urban management, etc., formulate a scheme for setting temporary parking spaces for motor vehicles according to the needs of urban traffic management, and make an announcement to the public. Article 9 (Procedure Review)
When the planning administrative department reviews the construction scheme of motor vehicle parking lot, it shall send a copy of the review opinions to the traffic administrative department.
The construction unit and the construction unit shall not change the design scheme without authorization. Article 10 (Supporting Construction)
New projects should set standards in accordance with the requirements of the Technical Regulations on Planning and Management of Chengdu, and build public or special parking lots in accordance with the national, provincial and municipal motor vehicle parking lot design specifications. Motor vehicle parking service charges are subject to market adjustment price, government guidance price and government pricing according to parking lot types. The competent pricing department shall, jointly with the administrative departments of finance, transportation, public security, etc., distinguish between different regions and different time periods, and formulate parking charging standards according to the principle of differential charging.
Motor vehicle parking lots that provide business parking services shall apply to the competent price department for approval of the charges before charging the motor vehicle parking service fees according to the charging standards stipulated by the competent price department. Article 14 (Nature of Stable Use)
Public parking lots and special parking lots that have been put into use shall not change the nature of use without authorization. Article 15 (Temporary Berth Setting)
The establishment of temporary parking spaces should follow the principles of total control, rational layout, standardization and orderly, and gradual reduction.
Temporary parking spaces are not allowed in the following areas:
(1) Urban trunk roads;
(2) within 50 meters of road intersections, schools, hospital entrances and exits, and public transport stations;
(3) A public parking lot that can provide sufficient parking spaces has been built with a service radius of 500 meters;
(four) fire exits, blind roads and other sections that are not suitable for setting.
