There are problems in township health centers:

1. The infrastructure construction and equipment level of township health centers are not optimistic. Although the construction of township health centers has been vigorously carried out, the infrastructure and appearance of some township health centers have undergone major changes.

However, due to long-term insufficient investment, most health centers have limited self-development capabilities and do not have the ability to update equipment and renovate houses. They only rely on project funds to build houses and cannot afford equipment. Some counties ( Municipal) and district-level matching funds have not yet been received. Township health centers still have dilapidated buildings, and most health centers still lack equipment. The task of completely changing the appearance and backward equipment of township health centers is still very arduous.

2. Survive in the cracks: the technical equipment is not as good as that of hospitals above the county level, and the flexibility is not as good as that of village health clinics, such as price, credit, familiarity, etc.

3. The mechanism is inactive and poorly managed. Some health centers still follow the employment mechanism and allocation methods of the planned economy period, and the enthusiasm and subjective initiative of employees cannot be fully utilized. Some county-level health administrative departments have neglected to provide guidance on the operation and management of township health centers, which has affected the construction and development of township health centers to a certain extent. There is a surplus of personnel and a shortage of truly capable people.

4. The management of personnel, business, and funds of township health centers is not thorough, and the financial subsidy policies and measures to solve the expenses of retirees are not effective enough, and the enthusiasm is not high.

In some counties (cities) and districts, the rural medical and health budgets for township health centers have not increased but have declined. These are social public services such as disease control, health supervision, maternal and child health care, and health education that are financially guaranteed* **Health funding is still seriously insufficient. The standards for financial investment vary from place to place. Here, there is not even a penny of funding. It is said that it is transferred to the county management, but it is not as good as the original township management.
