Guiding Opinions of the General Office of the State Council on Supporting State-Level New Districts to Deepen Reform and Innovation and Accelerate the Promotion of High-Quality Development

People's governments of all provinces, autonomous regions and municipalities directly under the central government, and the ministries and commissions of the State Council and the institutions directly under the central government:

State-level new districts (hereinafter referred to as new districts) are the strategic tasks of undertaking the country's major development, reform and opening-up Since the 1990s, the construction and development of new zones have achieved remarkable results, but they are also faced with problems such as insufficiently intensive and economical planning and construction, insufficiently prominent advantages of leading industries, insufficiently sound management system and mechanism, and insufficiently deepened reform, innovation and all-round opening up. In order to promote the new area to increase innovation and entrepreneurship, strengthen the reform system integration, expand the high level of openness, to create a real economic development highland, leading high-quality development, agreed by the State Council, now puts forward the following views.

I. General requirements

(I) Guiding ideology.

Taking the thought of socialism with Chinese characteristics in the new era as the guidance, fully implementing the spirit of the 19th CPC National Congress and the 2nd, 3rd and 4th Plenary Sessions of the 19th CPC Central Committee, adhering to the general keynote of seeking progress amidst stability, adhering to the new development concept, adhering to the main line of supply-side structural reform, highlighting the high starting point of the planning, high-standard construction, high level of openness, high-quality development, and using the approach of reform and the market-oriented and rule-of-law-based methods. Vigorously cultivate new kinetic energy, stimulate new vitality, and shape new advantages, and strive to become a leading area for high-quality development, a new high ground for reform and opening up, and a new benchmark for urban construction.

(II) Basic principles.

- Entity-oriented, continue to enhance competitive advantage. Put the promotion of high-quality development of the manufacturing industry in a prominent position, deepen the supply-side structural reform, docking international standards, adapt to the development trend, follow the principle of market-oriented, scientific cultivation and closely around the leading industries, breakthroughs in a number of key core technologies, to cultivate new forms of new modes of business, to promote the smooth conversion of new and old kinetic energy, and to do a solid and strong and excellent entity economy.

--Blade to the inside, accelerate the improvement of institutional mechanisms. Adhere to the reform and innovation to power, give the new area greater autonomy to reform, play a comprehensive function platform advantage, strengthen the reform system integration exploration, consolidate the reform achievements in solving the institutional barriers, mechanism obstacles and strengthen the policy innovation, focusing on the coordinated promotion of various reforms, complement each other, and promote the system advantage into the effectiveness of governance.

--Take the initiative to benchmark and comprehensively enhance the level of openness. Support the new area to take the lead in replicating the reform and opening-up experience of the Pilot Free Trade Zone, docking the advanced international rules, y participating in the global industrial division of labor, at a deeper level and in a wider field, and promoting all-round and high-level opening-up with greater efforts to continuously enhance the influence and competitiveness of the international market.

--Respect the law and reasonably grasp the pace of development. Maintain historical patience and strategic strength, high quality and high standard to promote the planning and construction of the new area. Accurately positioning, highlighting the advantages and characteristics, dealing with the relationship between doing something and not doing something, first and later, fast and slow, respecting the laws of urban development, rationally grasp the pace of development, promote green and low-carbon development, and resolutely prevent blind construction and disorderly expansion.

II. Efforts to enhance the ability of scientific and technological innovation in key areas

Deeply implement the innovation-driven development strategy, promote the deep integration of science and technology with the economy, and mutually promote major scientific and technological innovation and mass entrepreneurship and innovation. High-level construction of Shanghai Zhangjiang Comprehensive National Science Center, Tianjin National Independent Innovation Demonstration Zone, and further release the vitality of Tianjin Binhai-Zhongguancun Science and Technology Park, Chengdu Science City and other innovation platforms. Encourage colleges and universities, scientific research institutes to give priority to setting up scientific research centers and R&D institutions in the new areas, give priority to the layout of major national strategic projects, science and technology innovation-2030 major projects, etc. in the new areas with the conditions, encourage the construction of collaborative innovation in the leading industries of the public **** service platforms and engineering data centers, and the construction of the national large scientific devices and national scientific and technological innovation bases. Encouraged by the outstanding innovative enterprises led by universities, research institutes and industry chain upstream and downstream enterprises to jointly set up innovation **** the same body, the construction of manufacturing innovation centers, around the advantageous industries, dominant industries, aiming at the international cutting-edge technology to strengthen the research and development, and strive to make breakthroughs in the major "neck" technology and products.

(D) improve innovation incentives and results protection mechanism. Improve the incentive mechanism for the transformation of scientific and technological achievements and operation mechanism, support the new area scientific research institutions to carry out the pilot project to give researchers the right to ownership or long-term use of scientific and technological achievements, the implementation of the distribution policy oriented to increase the value of knowledge, the introduction of independent talent and title assessment. Improve the mechanism of creation, utilization, management and protection of intellectual property rights, strengthen the power of intellectual property protection, operation services, rights protection assistance and arbitration, encourage and support enterprises to use intellectual property rights to participate in market competition, and create a number of advantageous enterprises with famous brands and core intellectual property rights.

(5) Actively absorbing and gathering innovative elements. Support the new area to explore a more open and convenient mechanism for the introduction and service management of overseas scientific and technological talents, and build offshore innovation and entrepreneurship bases for overseas talents. Allow scientific and technological talents from universities, research institutes and state-owned enterprises to work part-time and part-salary in the new zones according to the regulations, and to be paid according to their work. Support new zones with conditions to carry out pilot projects to optimize labor services under non-standard forms of employment. Make full use of policy measures such as demonstration and application of the first (set) of major technological equipment, and promote the market-oriented application and large-scale promotion of major innovations through government procurement and other means. Encourage the provincial level to subsidize the infrastructure construction of innovation platforms and the purchase of experimental equipment in the new zones, and increase the investment. Encourage venture capital, venture capital and various types of industrial investment funds to increase support for the new area enterprises "double creation".

Three, accelerate the high-quality development of the real economy

In-depth implementation of a new round of major technological transformation and upgrading projects, improve the enterprise technological transformation service system, support manufacturing enterprises to use new technologies, new processes, new materials and new modes, accelerate the transformation and upgrading to intelligent, green and service-oriented manufacturing, and promote the manufacturing industry to the middle and high end. Aiming at the key links in the industrial chain and outstanding short boards, the implementation of advanced manufacturing clusters to foster action, promote the manufacturing industry to strengthen the chain to complement the chain and solid chain, to create a stronger innovation, higher value-added industry chain. Implementation of modern service industry optimization and upgrading actions to promote the deep integration of advanced manufacturing and modern service industry development. Encourage financial institutions to increase the scale of medium- and long-term loans and credit loans to manufacturing enterprises in the new area in accordance with market-oriented principles.

(7) Cultivating new industries and new modes of business. Support the new zone to accelerate the development of strategic emerging industries, cultivate and develop a number of characteristic industrial clusters, improve the level of specialization and innovative development, and cultivate a number of globally competitive "gazelle" enterprises, new leaders, specialized, special and new "small giants" and "single champions" in the field of "single champion". and "single champion" enterprises in specific fields. Accelerate the innovative development of blockchain technology and industry, explore the "blockchain+" model, and promote the deep integration of blockchain and the real economy.

(viii) Accurately introduce and build a number of major industrial projects. Support the construction of national demonstration zones for high-quality development of manufacturing industry and demonstration bases for new industrialization industry in new districts with conditions, and guide foreign-funded projects and major national industrial projects in new districts in a targeted manner to give priority to their layout. Promote the central and western and northeastern regions of the new area and the eastern region to establish a long-term mechanism to accurately undertake the transfer of manufacturing industry, explore and improve the inter-regional input **** bear, benefit **** enjoy, economic statistics share of the cross-regional cooperation mechanism, to take the form of **** build parks and other forms of deepening industrial cooperation.

Four, continue to create new advantages in institutional mechanisms

(ix) optimize the management and operation mechanism. Optimize the setup of the management committee of the new area, improve the management mechanism under the rule of law, scientifically determine the management rights and responsibilities, and further rationalize the relationship with the administrative region and the various types of parks and functional areas within the region. Allow the relevant provinces (autonomous regions and municipalities) to give the new zones the corresponding economic and social management authority at the local and municipal levels in accordance with the regulations, and decentralize part of the provincial economic management authority. Study and promote the new areas with conditions to carry out administrative division adjustment according to the procedures, and promote the coordinated and integrated development of functional areas and administrative areas. Innovate and improve the mechanism of selecting and employing personnel and performance incentives for the management bodies of new zones, and upon approval, implement the appointment system, performance appraisal system, and allow the implementation of part-time and part-time salary, annual salary system, agreement salary system and other remuneration systems.

(10) Create a first-class business environment. Copy and learn from the Beijing and Shanghai advanced reform initiatives to optimize the business environment, and further change the government's management concepts and methods, in deepening the "release of services" reform in the forefront. Carry out business environment evaluation that reflects the characteristics of the new district, and make hard efforts to build a good soft environment for development. Continuously deepen the reform of the business system, and significantly reduce the time for business start-up. Carry out the reform of "Separation of License and Permit", focusing on "reduction of license after license", and carry out the reform of "first license and then verification" for industrial product production licenses that need to be retained. Upgrading the level of "Internet+government services", strengthening the support for relevant data exchange and data services at the provincial level, and promoting the full incorporation of government service matters with conditions into the national integrated online government service platform. It will improve institutionalized regulatory rules, implement a new type of regulatory mechanism with "double random and open" regulation as the basic means, supplemented by key regulation and based on credit regulation, and improve the inclusive and prudent regulatory approach that is compatible with innovation and entrepreneurship.

V. Promoting all-round and high-level opening up

(xi) Further enhancing international competitiveness. Guiding enterprises in the new zone to establish the concept of lean management, promote advanced production management mode, docking the internationally accepted economic and trade rules, high-end standards and quality requirements, and enhance the core competitiveness of enterprises. Supporting the construction of international cooperation parks in new zones, encouraging the adoption of "one park, multiple districts" and other modes, undertaking major foreign investment projects, and actively introducing regional headquarters of multinational corporations and functional organizations such as research and development, finance, procurement and settlement. Support new zones with the conditions to carry out the pilot project of facilitating the settlement and payment of capital project income. Encourage new areas *** with the construction of investment platforms, carry out joint investment, the formation of scale effects, and improve the level of attracting capital.

(xii) enhance the level of investment and trade facilitation. Encourage new areas in the transformation of government functions, investment and trade facilitation and other key areas to increase reform efforts, give full play to the leading role in demonstration. Support new zones to replicate and popularize the reform and innovation experience of the Pilot Free Trade Zone in accordance with the actual procedures. Support the establishment of comprehensive bonded zones in new zones that have development needs and meet the conditions, build foreign trade transformation and upgrading bases and foreign trade public **** service platforms, and promote the reform of tariff guarantee insurance. Promote the integration of customs clearance for international freight trains, and study the feasibility of tax rebates at ports of departure relying on inland national logistics hubs under the premise of effective supervision and risk control. Support the development of cross-border e-commerce in the new area, and replicate and popularize mature experience and practices.

Sixth, high standards to promote the construction and management

(xiii) Strengthen planning leadership and constraints. Promote the new districts to respect science, respect the law, focus on the long term, high-quality preparation of development plans. Strictly control the intensity of development, the implementation of the total amount of construction land and intensity of dual-control, focusing on the planning of white and green. The establishment of new areas of various types of planning coordination mechanism, strengthen the planning and implementation of relevant safeguards, the realization of "multi-planning", the implementation of grid, information technology and fine management, to ensure the seriousness of planning, authority, a blueprint to the end.

(xiv) Explore high-quality urban governance. The city's smart city construction is being pushed forward, and the level of fine urban management is being improved. Optimize the functional layout of the main city and the new district, and promote the new district to undertake some of the functions of the main city in an orderly manner. Improve the level of infrastructure and public ****service facilities in new zones, enhance the supporting functions of education, medical care, culture, etc., take the lead in the full implementation of green building standards, promote the construction of sponge cities, embody the concepts of livability, greenness, and convenience into all details of planning and construction, and create a production and living environment that embodies the qualities and cultural connotations of the city. Adhere to the positioning that houses are for living, not for speculation, implement the requirements of work-life balance, strictly prohibit large-scale disorderly real estate development, support reasonable self-occupation demand, and resolutely curb speculation in housing. Support conditional new districts to innovate the ecological environment management system, promote the development of climate investment and financing, and improve the quality of the ecological environment.

(xv) Innovate the intensive utilization of land. We will firmly implement the policy of land conservation and intensification, and strengthen the requirements of development intensity, investment intensity, output intensity, and per capita land use index. It has established the mechanisms of "linking people and land" and "linking increase and storage", and encourages the exploration of the whole life-cycle management system of land utilization. The relevant provinces (autonomous regions and municipalities), when arranging the annual new construction land and other indicators, should fully consider and safeguard the land demand of major projects in the new areas, and support qualified major construction projects to be included in the national co-ordination of the balance of cultivated land occupation and replenishment. On the basis of adhering to and perfecting the bidding, auction and listing system for industrial land, innovate the allocation of industrial land such as "standard land" grant, flexible grant, rent and then let. Adjust the functional zoning of land according to the city's policy, and moderately increase the supply of mixed land.

Seven, the organization and implementation

The people's governments of the relevant provinces (autonomous regions and municipalities) should strengthen their organizational leadership, clarify their responsibilities, pay close attention to the implementation of tasks, and increase their efforts to support the work related to the high-quality development of new areas. In determining the province (autonomous regions and municipalities) annual financial budget support scale, we should fully consider the national new area to undertake major reform and development tasks need to strengthen the financial support guarantee. The new districts should play the main role, take the initiative to act and innovate, complete the major reform and innovation tasks, and explore replicable and generalizable experiences and practices. To establish and improve the incentive mechanism and error correction mechanism, to cultivate the cadres to play a dedicated, innovative officers.

(xvii) Strengthen guidance and support. Adhere to and strengthen the overall leadership of the Party, the Party's leadership throughout the entire process of the construction and development of new areas. The relevant departments should, in accordance with the division of labor, actively support the new area in planning, policy implementation, project layout, funding arrangements, institutional innovation, pilot demonstrations, and expanding openness. On the premise of effective risk prevention and control, increase the support of local government special bonds for the construction and development of new areas. The National Development and Reform Commission, in conjunction with relevant parties, shall strengthen coordination and guidance, establish a sound statistical system, improve the monitoring and evaluation methods, strengthen dynamic tracking and scientific evaluation, and coordinate and solve the difficulties and problems encountered by the new areas. Major matters will be reported to the State Council in a timely manner.
