Article 3 Independent measuring instruments shall be installed in * * * parts and * * * facilities, equipment, water and electricity in the property management area.
Article 4 The utilities in the property management area shall be shared by all owners and users according to the actual consumption. In the property management area, if the water and electricity costs are included in the property service costs, they will not be shared separately.
Fifth residential property management area * * * water, electricity and other expenses sharing, there is an agreement, in accordance with the agreement; If there is no agreement or the agreement is unclear, the specific allocation method shall be determined according to the proportion of the exclusive part of the owner and the user to the total area of the building.
Hydropower allocation in commercial complexes, industrial parks, office buildings and other non-residential property management areas can be resolved through negotiation through rent, property fees, service fees, etc. Or all users share water and electricity equally according to the sub-table; It can also be allocated reasonably according to the proportion of the exclusive part of the operator to the total area of the building. The specific allocation method is determined by the realty service enterprise (management institution) through consultation with the owners and users (operators).

Apportioned utilities payable by the owner and user = (classified water and electricity price × total construction area of water and electricity table ÷ total construction area )× exclusive construction area of the owner and user.
Article 7 When a professional power supply business unit stops power supply for some reason, the reasonable oil consumption and other expenses arising from the use of self-provided power generation equipment in the property management area shall be shared equally by the owners and users according to the catalogue price standard. The power generation and expenditure of self-owned power generation equipment should be accounted for separately.
Article 8 The following water and electricity charges shall be separately set up and borne by relevant users.
(a) the water and electricity costs of the office and staff of the realty service enterprise shall be borne by the realty service enterprise.
(two) the owners' committee to raise water and electricity costs is decided by the owners' meeting.
(three) the water and electricity costs of shops, swimming pools, activity places, parking lots (garages) and other business places within the property management area shall be borne by the relevant business units.
Ninth property service enterprises should actively take measures to strengthen the management of water and electricity in the property management area, reduce the loss of public water and electricity, and reduce the burden on owners and users.
Article 10 The water and electricity expenses allocated to the owners and users shall be accounted for separately, and the total amount of water and electricity expenses allocated, the total amount of expenses and the amount that each owner and user should bear shall be publicized to the owners and users according to the meter reading cycle.
The realty service enterprise shall separately collect the water and electricity charges for the owner and the user's own use and the water and electricity charges apportioned in accordance with the provisions, and shall not directly increase the apportioned expenses and include them in the user's water and electricity charges.
Eleventh owners' committee or the owners and users shall supervise the water and electricity sharing fees charged by the realty service enterprise.
Twelfth property services companies in violation of price laws and regulations, by the market supervision, property and other competent departments in accordance with relevant laws and regulations to be investigated.
Thirteenth no property service enterprise management, no owners' committee or residents' autonomy management, no unit or department in charge of the management of residential areas * * * water and electricity sharing can refer to the relevant provisions of these measures.
Article fourteenth these Measures shall be interpreted by the Hainan Provincial Development and Reform Commission in conjunction with the Hainan Provincial Department of Housing and Urban-Rural Development.
