Chapter I General Provisions Article 1 of the Civil Aviation Flight Rules of China is the basic basis for the organization and implementation of civil aviation flight. All departments and their personnel who own aircraft and are engaged in civil aviation flight activities must comply with them.

Civil aviation training flights and inspection test flights, in addition to the implementation of these rules, should also comply with the relevant flight regulations.

All regulations on civil aviation flights must be formulated in accordance with the provisions of these rules. Article 2 the organization and implementation of flights, must implement the "ensure safety first, improve service, and strive for normal flight" policy, in accordance with the principle of safety for the sake of production, production must be safe, and correctly deal with the relationship between safety and production, safety and training, safety and quality, safety and normalcy, and to ensure that the flight safety in the first place, and strive to complete the production task. The daily flight organization and implementation is the responsibility of the duty leader of each unit. During the duty period, the leaders of each unit must strictly abide by their posts, fulfill their duties and responsibilities, and effectively grasp the flight and flight security work. Article 4 Ensuring flight safety is an important responsibility of all leaders and personnel at all levels of civil aviation. Leaders at all levels must often carry out safety education for the personnel under them, establish the idea of safety first; strict technical control, strictly abide by the rules and regulations, and develop a good working style; carry out mass safety inspections at the right time, summarize the lessons learned, and take measures to prevent accidents in a timely manner; and find out the reasons for the accidents and signs of the accidents that occurred, clarify the responsibilities, deal with the accidents seriously, and accept the lessons learned. Article 5 Great efforts are made to cultivate talents and improve the theoretical and technical business level of all kinds of personnel, which is the basic condition for ensuring flight safety and accomplishing various tasks. Leaders at all levels must often educate flight crews and various flight support personnel to establish the idea of wholeheartedly serving the people, love their own work, and diligently study the technical and business; and to establish an effective technical and business inspection and assessment system. A license management system is in place for personnel directly involved in flight safety. Leading cadres at all levels and all kinds of business and technical personnel, must study hard, seriously study, and constantly improve the business and technical level. Article 6 In the organization and implementation of flights, all departments and various personnel must carry out flights and flight security work according to the unified flight plan arranged by the air traffic control and flight dispatch departments. Strictly abide by the rules and regulations and labor discipline, implement the post responsibility system, be responsible according to the level, according to the duties and responsibilities, so that all the work is put into practice. Airlines, flight management organizations, airport management organizations, aviation fuel companies must maintain close contact, mutual cooperation and cooperation, timely notification of the situation, according to the work required to sign agreements with each other, in strict accordance with the provisions of the agreement. Chapter II Aircrew Article 7 Aircrew refers to the personnel who perform the tasks on the aircraft in flight, usually including flight crew, cabin crew, aerial photographers and security guards.

For each flight, the aircrew shall be organized into crews. The crew is led by a captain. The captain is the regular pilot. If there are more than two regular pilots in the crew, one must be designated as the captain and stated in the flight assignment.

The crew shall include no fewer members and no fewer persons than specified in the aircraft airworthiness certificate or the aircraft flight manual and other relevant documents.

Random staff and trainees, which shall be stated in the flight task book, shall work on the aircraft and must abide by the relevant regulations and obey the captain's leadership. Article 8 Flight crew refers to the personnel who directly maneuver the aircraft and the navigation, communication and other equipments on board the aircraft during the flight, including the pilot, navigator, flight communicator and flight mechanic (engineer).

Flight personnel must undergo special training and take flight inspection, and after the examination to meet the standards stipulated by the Civil Aviation Administration of China (CAAC), they will be awarded technical grades and issued licenses.

Before obtaining the license, the flight crew must perform the flight duties under the supervision of the instructors or technical inspectors who are licensed for the same type of work. Article 9 During the performance of flight duties, the captain is responsible for leading all activities of the flight crew, and is responsible for the safety of the aircraft and the personnel and property carried by the aircraft, the normal flight, the quality of service and the fulfillment of the mission. All members of the flight crew must obey the captain's orders and follow the captain's command.

I. The main duties of the captain:

(1) Lead the crew to conscientiously implement the policy of "ensuring safety first, improving service, and striving for normal flights", and correctly deal with the relationship between safety and production, and at all times must ensure that the safety of the first place.

(2) Before the flight, according to the nature, characteristics and requirements of the mission, familiarize with the information related to the flight, leading the crew from the most difficult and complex situation, fully prepared for the flight.

(3) During the flight, in accordance with the relevant provisions of the aircraft flight manual and instruction manual, correctly maneuver the aircraft and use all kinds of equipment, reasonably save fuel and equipment, and supervise and inspect the work of all members of the crew.

(4) The crew members are required to take the lead in providing warm and courteous services to the passengers and user departments, and to continuously improve the quality of services and operations.

(5) The crew members are required to strictly follow the flight rules and regulations, abide by the flight discipline and obey the air traffic control.

(6) In flight, in the event of complex meteorological conditions and the occurrence of special circumstances, the organization of all aircrew close collaboration and cooperation, the correct disposal.

(7) During the mission, the crew must be responsible and strict, and the overall management of the crew. Proper arrangement of work and rest, internal and external solidarity, the successful completion of the flight mission.

(viii) After the flight, preside over the crew evaluation, and report to the superior.

(ix) Study business technology, familiar with the flight regulations, and constantly improve the organization and leadership ability and technical and business level.

Two, the captain has the right to:

(a) before the flight, to confirm that the aircraft, meteorological conditions, airports and other circumstances do not meet the minimum standards set out, or lack of confidence, can not guarantee the safety of the flight, refused to fly;

(b) in case of complex meteorological conditions and the occurrence of special circumstances, in order to ensure the safety of the passengers and aircraft, to the disposal of the aircraft to make the final decision;

(c) In the course of performing flight duties, to propose the replacement of crew members when they are found to be unsuitable for continuing the flight and hindering the flight safety;

(d) In the course of the flight, to take all the necessary and appropriate measures against anyone who disrupts the normal order and discipline in the aircraft, violates the criminal law, threatens the safety of the flight, or interferes with the performance of the duties.
