Chapter I General Provisions Article 1 In order to strengthen the management of domestic waste classification, enhance the level of domestic waste reduction, resource utilization and harmlessness, according to the "Chinese People's *** and State Solid Waste Pollution Prevention and Control Law," "Regulations on the Management of Urban Amenities and Environmental Hygiene," "Regulations on the Comprehensive Management of Urban and Rural Environments in Sichuan Province," and "Regulations on Urban Management in Deyang City," and other relevant laws and regulations, combined with the actuality of Deyang City, to formulate this Measures. Article 2 In the administrative area of Deyang City, the city, county built-up areas and city, county (city, district) people's government to determine and announce the implementation of the classification of household garbage, collection, transportation, disposal and related management activities, the application of these measures.

Industrial solid waste, hazardous waste, medical waste, construction waste, green operation waste and other waste disposal in accordance with relevant laws, regulations and rules. Article 3 The domestic garbage referred to in these Measures refers to solid waste generated in daily life or activities providing services for daily life, as well as solid waste that is regarded as domestic garbage in accordance with laws and administrative regulations. Article 4 The management of domestic waste classification follows the principles of government promotion, universal participation, local management and step-by-step implementation. Article 5 the city, county (city, district) people's government shall strengthen the organization and leadership of the classification of domestic garbage work, into the national economy and social development plan, the establishment of the corresponding financial input and guarantee mechanism, coordination and resolution of major issues.

Township (township) people's governments and street offices are responsible for carrying out publicity and popularization activities for the classification of household garbage, and guiding and mobilizing units and individuals under their jurisdiction to carry out activities for the classification of household garbage.

Chapter II Planning and Construction Article 7 The competent department of urban management shall, in conjunction with the relevant departments of natural resources, ecological environment, housing and urban and rural construction, based on the urban master plan and the national economic and social development plan of the region, etc., formulate a special plan for the classification of domestic garbage, and make overall arrangements for the layout, land use and scale of the facilities for collecting and disposing of domestic garbage.

Chapter III classification standards and classification put Article 11 The city's domestic waste is divided into the following four categories:

(d) Other garbage, refers to the domestic garbage other than hazardous garbage, perishable garbage and recyclables.

The competent department of municipal urban management can adjust the standard of classification of domestic garbage in due course according to the actual management of domestic garbage classification, and announce it to the society. Article 12 Units and individuals shall not throw, dump or pile up domestic garbage, shall be classified in accordance with the following provisions:

(1) hazardous garbage into the hazardous waste collection containers, the inclusion of the "National Hazardous Waste List" of varieties, should be put into the requirements of the set up of the temporary storage site;

(2) perishable garbage into the perishable garbage collection containers;

(c) Recyclables should be put into recyclables collection containers or sold to recycling operators;

(d) other garbage should be put into other garbage collection containers;

(e) bulky garbage, such as furniture and other bulky garbage, discarded by households or units that are large in size, strong in integrity, or need to be disassembled and reprocessed should be put into the recycling points designated by the competent authorities of the city or sold to the recycling operators;

The municipal urban management department shall formulate guidelines for the classification of household garbage and put them into the public, and revise them in due course.
