If the holder of a listed drug license engages in drug retailing activities, it shall obtain a drug business license.
The holder of a listed drug license to sell drugs, shall have the conditions set forth in Article 52 of this Law; commissioned sales, shall be entrusted to meet the conditions of the drug business enterprises. The holder of a listed drug license and the entrusted business enterprises shall sign a commissioning agreement, and strictly fulfill the obligations agreed upon in the agreement.

Administrative Measures for the License to Operate Drugs, Article 4 In accordance with the Drugs Administration Law, Article 14 provides that the establishment of a pharmaceutical wholesale enterprise shall comply with the requirements of the rational distribution of pharmaceutical wholesale enterprises in provinces, autonomous regions and municipalities directly under the Central Government, and shall meet the following standards for setting up:
