It is prohibited to engage in hazardous waste collection, storage, utilization and disposal business activities without a license or in accordance with the provisions of the license.

Prohibition of hazardous wastes will be provided or entrusted to the unlicensed units or other production and operation of the collection, storage, utilization, disposal activities.

Article 84 The places, facilities, equipment and containers, packages and other articles for collecting, storing, transporting, utilizing and disposing of hazardous wastes shall be used only after decontamination treatment in accordance with the relevant state regulations when they are converted to other uses.

Article 85 Units generating, collecting, storing, transporting, utilizing and disposing of hazardous wastes shall, in accordance with the law, formulate precautionary measures and emergency plans for accidents, and file them with the competent ecological and environmental authorities in the locality and other departments with supervisory and management responsibilities for the prevention and control of solid waste pollution of the environment; the competent ecological and environmental authorities and other departments with supervisory and management responsibilities for the prevention and control of solid waste pollution of the environment shall carry out inspections.

Article 86 As a result of accidents or other sudden events, causing serious pollution of the environment by hazardous wastes, the unit shall immediately take effective measures to eliminate or mitigate the pollution hazards to the environment, and promptly notify the units and residents who may be subject to the pollution hazards and report to the competent department of the ecological environment at the location and the relevant departments to be investigated and dealt with.

Article 87 In the event of or evidence of possible serious pollution of the environment by hazardous wastes, threatening the lives and properties of the residents, the competent department of ecological environment or other departments with supervisory and management responsibilities for the prevention and control of solid waste pollution of the environment shall immediately report to the people's government of the current level and the relevant departments of the people's government of the next higher level, and the people's government shall take effective measures to prevent or mitigate the hazards. The people's government concerned may order the cessation of operations that cause or may cause environmental pollution accidents as needed.

Article 88 Prior to the decommissioning of key hazardous waste centralized disposal facilities and sites, the operating unit shall, in accordance with the relevant provisions of the state on the facilities and sites to take pollution prevention and control measures.
